在全球经济一体化、信息技术发展突飞猛进的影响下，西方各国政府纷纷利用电子政务，实行政府组织模式的转型。这是一个利用新公共管理理念，试图超越科层制的公共行政发展运动。而我国的政府组织模式转型一方面由于我国行政改革是在科层制发展不充分的前提下进行的，所以它需要吸收和借鉴科层制的一切积极成就。但另一方面，西方新公共管理理论的发展又在时时提醒着我们警惕科层制的“桎梏”。所以正确认识我国的信息技术水平和行政改革所处的历史阶段，合理利用现有的信息技术力量促进我国政府组织模式的转型，把学习和超越科层制的双重任务放在一个统一的进程之中是具有理论和实践意义的。本着这一目的，本文对这一问题进行了一定探讨。主要包括以下几个方面： 1、首先描述了信息时代的特征与行政生态环境。并在这一背景下对科层制组织模式受到的冲击进行了阐述，进而对西方逐渐发展起来的“电子政府”的治理理念、运行机制和管理方式进行了分析。 2、从对我国政府组织模式的演化过程分析中提出政府组织转型的需求。并且对我国政府组织模式转型的动因从国内行政生态环境与电子政务方面作进一步分析。同时，结合我国电子政务发展现状对电子政务发展阶段进行分析，进而从中透视其每一阶段对政府组织模式转型的要求的侧重点。 3、分析了我国行政组织二重性。并在此基础上从行政理念、运行机制和管理方式三个方面对我国政府组织现状、我国政府组织对完善科层制组织模式的需要以及这一需要与电子政府组织模式的引入所产生的矛盾作了系统的分析。 4、对我国政府组织目标理念、运行机制和管理方式作出符合我国国情的选择，一方面进一步完善我国的科层制，另一方面借鉴西方电子政府管理中适合我国行政土壤的部分进行利用。提出利用电子政务建立一个“管理为主，服务为辅”的政府。 本文的创新点与探索在于： 1、通过对我国政府组织科层制不足的现状与信息时代要求发展电子政府的矛盾的分析，提出符合我国国情的过渡型政府组织模式，即建立一个“管理为主，服务为辅”的政府。同时，对这一过渡型政府的行政目标理念、运西南交通大学硕士研究生学位论文第日页行机制以及管理方式作出了合理的选择。 2、尝试将耗散结构基本理论用于分析政府组织模式转型，从而得出政府组织模式转型的一般规律，即信息时代行政环境的变化使旧有的相对有序的政府组织趋向无序，这时应顺应环境要求，调整政府组织模式，使得组织系统的负嫡不断增加，从而使政府组织由无序向有序转变。 3、尝试用电子政务发展阶段分析图表明电子政务发展的每一阶段的内外关系。并结合我国电子政务现状对政府组织模式转型的阶段进行了分析，从而得出我国政府组织模式运用电子政务转型的趋势，即第一阶段以转变组织结构为主，第二阶段着重发展政府执行机制，第三阶段健全回应机制，第四阶段完成决策互动机制的建设。
With the influence of development of information technology and integration of global economy, most of western country government try to utilize the E-government to take transformation of government organization, this is a kind of public administration movement which use the new public administration ideal to surmount bureaucracy. As our country carry our government reformation under the precondition of faultiness of bureaucracy, so it needs absorb all the strongpoint of bureaucy at first. But at the same time, the progress of western new public administration often notify us the weakpoint of bureaucracy. So it is important to recognize the rigthe phase of our government reform and learn how to reasonably use information technology in our reform. It also has theoretic and particle meaning to put learning and transcend bureaucracy together. As for it, this paper do some research for it and discussion mainly includes following:1. First this paper give description of impacting to bureaucracy under information age and analyze the governance ideal and operation mechanism and management model of E-government which is substitute of bureaucracy.2. The paper analyze the evolvement process of our government"s framework from the dissipation theory and give deep analysis for reason of our government"s framework from the angle of E-governance, pointing out the strength of high efficiency offered by E-governance. While combined with our nation"s reality, this paper analyze the different stage of E-governance, and through which select the key point of every stage for success implementation of transformation of government.3. This paper analyze the two-fold nature of our governance and according to it put forward the plight of transplanting western E-government into our nation. The paper systematically analyze the current situation of our government and the need for improve the our bureaucracy and conflict caused by introduction of E-government.4. The paper give the choice that is proper for our nation in our government"s object ideal and operation mechanism and management way. Theright thing we should do is one hand continue perfect our bureacracy, on the other hand utilize the strongpoint of western E-government. In conclusion, the paper put forward that we should establish a government whose function is manage first, service second with the use of E-governance with the use of E-govenance. The paper"s innovation lies in:1. The paper systematically analyze the paradox situation in which our bureaucracy is not completely and on the other hand information age require the adoption of E-governance, and aiming at this conflicting situation, the paper give the porper strategy, that is to establish a transition government whose function is management first, service second and make the right choice in in our government"s object ideal and operation mechanism and management way.2. The paper try to put the dissipation theory into the analysis of government framework and get the general principal ,that is the administration change under information age will make order government chaos. So aiming at this situation, we should djust us to adapt to changeable environment.3. The paper try to use the E-government advance map to help analyze the relationship between inside and outside in every stage of E-governance, based on it get the trend of our government transformation, that is first stage emphasize in transformation of construction, second stage emphasize in execution mechanism, third stage emphasize in response mechanism, fourth stage emphasize implementation of decision response mechanism.
