贵州是我国的资源大省,有丰富的矿产资源和进一步找矿潜力。然而,贵州的矿业却没有表现出应有的优势,也就是说贵州矿业发展存在着问题。深入研究贵州矿业可持续发展模式,以加速矿业大省、矿业强省的建设,促进贵州经济社会可持续发展。 本次研究工作以可持续发展理论为指导,运用矿产经济学、生态学等学科理论,分析研究了贵州矿产资源开发利用现状及前景。研究以大量数据资料为基础,在研究内容上,注重了资源、技术、市场、经济等诸多因素的影响;在研究手段上,注意一般定性分析、统计分析和理论分析相结合的综合评价,注重理论与科研、生产实践相结合。 通过本次研究,取得了以下主要认识:(1)贵州矿产资源禀赋条件好,矿业经济是贵州重要的经济基础。(2)贵州矿业开发对生态环境的影响较大。(3)影响贵州矿业可持续发展的因素是多方面的。(4)探讨了贵州矿业可持续发展的模式。 本次研究取得以下几个方面的成果:﹙1﹚比较深入地从多个方面研究贵州矿业发展与贵州国民经济发展的关系。分析得出矿业是贵州国民经济发展的支柱结论,在今后相当长一段时间内,贵州仍将处于大量依赖矿产资源以支撑经济增长的时期。所以,必须协调好矿业与整个经济发展的关系,使矿业可持续发展适应、保证并促进国民经济的可持续发展。﹙2﹚从影响贵州矿业产业的诸多因素入手,结合一些当今流行的矿业发展模式,经过总结与分析选择一种最优的发展模式。一种适应贵州矿产资源开发的模式,走一条资源开发与环境保护相协调的矿业发展道路——"绿色矿业"道路。﹙3﹚结合实际,提出一些既符合我国政策方针的又切实可行的有利于贵州矿业健康发展的政策建议。本研究从经济政策、技术政策、资源环境政策等多方面,比较全面的提出一系列适合贵州矿业可持续发展的政策建议。
The theory of sustainable development is the guide of the whole investigation. The present status and foreground of exploiting and applying the minerals resources of Guizhou are analyzed by utilizing the knowledge of economics of minerals resources, ecology.Based on the numerous data information, the content of this thesis is under the consideration of limitation condition of resources, technology, market,economics. The means of this thesis is paid great attention to the combination of the commonly qualitative analysis, statistic analysis and theoretic analysis. At the same time the combination of theory, scientific research and production practice is also emphasized. The results and cognition of the investigation include: (1)The better existing condition of the minerals resource in Guizhou province is the basis of development of mining industry in Guizhou province.(2)The exploitation of mining industry has great influence on environment.(3)The are many factors in the impact of sustainable development.(4)The model of sustainable development of Guizhou’s mining industry is also emphasized. The following innovation are obtained by the investigation:(1)After the throughly study of the relation of mining industry development and Guizhuo national economy from many aspects, I get the conclusion that mining industry is the stanchion of Guizhou"s economic and in a long time in the future, the development of Guizhou"s economic will depend on mining industry. So it"s necessary to coordinate the relation of mining industry and the whole national economy development to make the mining industry"s sustainable development adapt, guarantee, and promote sustainable development of the national economy.(2)Started from the factors which influence the mining industry of Guizhou, referring to the popular pattern of mining exploitation nowadays, we get the optimum mode in which exploiment of natural resources and environment conservation can harmonize each other---so-called“Green mining”.(3)Based on actual conditions, some suggestions which both accord with country policy and can be carried out conscientiously are put forward for the robust development of Guizhou’s mining industry development, From the Considered the economic policy、economic policy、resource environment policy and etc, the advices is comprehensive.
