At the same time it faces strong competition also. Empoldering and utilizing talent resource well is the key to win the superiority.This paper firstly analyze Bohai Oil production Company"s development status and trend as well as its talent resource status and problem. Secondly, it gave Bohai Oil Production Company"s talent resource"s SWOT analysis. Then it made a forecast on talent resource"s demand and possession of Bohai Oil Production Company. At last, this paper put forward thettalent resource"s development strategy and implement tactic according to modern managetheory and method of talent resource.
