我国矿业城市在经济转型时期,失业率大幅度上升,就业需求迅速下降,直接影响了社会经济的发展与政治的稳定。本文根据不同类型城市调查数据分析,引入经济理论模型分析结构调整对就业的影响,认为矿业城市的乡村就业比重大,城镇化水平低;国有经济比重大,私有经济发展缓慢;第二产业产值比重高,就业比重小;采掘与制造业就业比重下降幅度大;居民收入低,贫困人口多,家庭和社会矛盾突出。运用经济学中“外部冲击和政策响应”理论框架,分析矿业城市面临的冲击,提出要大力发展非正规就业,加强政府、企业和社会的协同关系。
Mineral cities are now in the time of performing economic transformation as mineral resources are coming into scarcity . Unemployment ratio rises sharply which is due to a large decrease in demand of labor forces . In this period , the problem of unemployment win infect the development of economy and steadiness in politics. The following essay makes contrasts on invested figures of different types of cities, by introducing economic theoretical model to analyze relationships between employments and adjustments on economic structures , concludes key problems of mineral cities of low urbanization,slow development in private-own economics low employment ratio of manufacturing industry and low living standard. Using the economics theory of bumping outside and policy response,analyse the impact that coal mineral cities were facting now,and then offering that we should develop the unorthodox employment widely and should make the collaboration relationship strongly among the government corporations and society.
