走什么样的中国城镇化道路,如何实现城镇化的快速推进和健康发展?这是一个重大的理论和实践课题。本文以可持续城镇化理论分析为基础,以科学的制度安排为核心,以中原城市群可持续城镇化模式和发展战略为重点,进行了系统的理论探索和实证研究。其结论对我国可持续城镇化的发展具有重要的理论意义和实践价值。提出了可持续城镇化的结构内涵,建立了可持续城镇化动态演进的数学模型。可持续城镇化的结构内涵是指对可持续城镇化过程产生较大影响的构成要素,包括人口结构、生态结构、产业结构、制度结构、功能结构、质量结构、城镇结构和城乡结构。可持续城镇化是一个系统的演化过程,可持续城镇化推进水平与推进速度之间的关系符合logistic曲线方程。 构建了可持续城镇化的制度体系与评价体系。论文构建了由城市发展战略、城市制度体系和非正式制度有机统一的可持续城镇化制度体系,从各制度之间相互协调、配套、支持的角度提出了制度创新原则和创新内容,并运用层次分析法对可持续城镇化制度体系进行了系统分析和评价。可持续城镇化制度体系的构建、评价与创新,有助于避免制度的缺失,有利于放大制度的整体效能。 对中原城市群可持续城镇化进行了系统分析。通过对中原城市群经济发展和城镇化水平的差异分析,加深了对中原城市群经济发展及城镇化水平的认识;通过对中原城市群可持续发展动力机制的系统分析,建立了推动因素的回归模型,得到了各城市聚类分析谱系图;通过对中原城市群可持续发展条件的SWOT分析,深刻认识了中原城市群可持续城镇化的优势、劣势、机遇和威胁。 从转移成本、资源禀赋差异和集聚经济发展等方面对中原城市群发展战略做出了既符合国家宏观政策又符合当地实际的战略选择,即城市群一体化发展战略、产业集群发展战略和空间结构优化战略。
Nowadays, China is facing a severe theoretical and practical challenge on its urbanization. What is the best way for China to develop its urbanization? How to realize the fast but healthy urbanization? This issue is apparently a tough mission. Based on a theoretical analysis of sustainable urbanization and focused on its scientific institutional arrangements, the thesis systematically expounds the development pattern and strategy of sustainable urbanization in Zhongyuan urban agglomeration with the theoretical research and positive study. The research findings have some important theoretical and practical meanings for China to develop its sustainable urbanization successfully. In this thesis the scientific concept and structure meaning of sustainable urbanization is proposed, and the mathematical model of dynamic evolution of sustainable urbanization is developed successfully. Sustainable urbanization is defined as a kind of urbanization with natures of development, harmony and sustainability; its structure meaning includes a series of structures on population, ecology, industries, institutions, functions, qualities, cities and towns, and urban-rural relationships. Sustainable urbanization is also an evolution process of the complex economic-social-natural system, so the relationship of the development level and the speed of sustainable urbanization can be analogized by the logistic equation. This thesis also sets up the institutional system to realize sustainable urbanization and its appraisement framework. The author integrates the urban development strategy, the urban institutional system and the informal institutional arrangement into an institutional system of sustainable urbanization, and proposes the principals and contents of institutional innovation from the perspective of interactive correspondence, cooperation and support among these institutional factors. The author also makes a systematical analysis and appraisement on the institutional system of sustainable urbanization by use of the AHP. The design, appraisement and innovation of the institutional system of sustainable urbanization can help to avoid the absence of institutions and to enlarge the systematic function of institutions. With the approach of systematical analysis, this thesis investigates the process, driving mechanism and strategic situations of sustainable urbanization in Zhongyuan urban agglomeration. The author investigates the level and spatial difference of economic development and urbanization in Zhongyuan urban agglomeration, and sets up the regression model of its driving forces and makes out the cluster figure of cities. The author also uses the approach of SWOT to analyze the strengths, weakness, opportunities and threats in the development of Zhongyuan urban agglomeration. The development strategy of Zhongyuan urban agglomeration, which is correspondence with the national development policies and the local conditions of Henan Province, is proposed in this thesis. With reference to the resources endowment, the development of agglomeration economy and the transfer costs, the author puts forward three strategies to develop sustainable urbanization of Zhongyuan urban agglomeration, they are respectively the strategy of integrating urban agglomeration, the strategy of fostering industrial clusters and the strategy of optimizing spatial structure.
