农地使用权制度改革是我国农村土地制度改革的重要内容。农地使用权制度改革模式的选择,对保障农民土地权益,提高农地使用效益,促进农地资源的优化配置意义重大。本文的研究以马克思的土地所有权理论为指导,借鉴西方经济学土地产权理论的合理成分和研究方法,深入探讨我国农地使用权制度改革模式。在综述学术界对农地使用权制度改革研究成果的基础上,对部分发达国家(地区)农地使用权制度改革模式进行比较研究,从中获得对我国农地使用权制度改革模式选择具有参考价值和借鉴意义的启示。文章全面分析我国农地使用权制度改革的历史过程,详细剖析了土地承包经营制度存在的缺陷;评述了我国农地使用权制度改革的各种实践模式,提出完善现行土地承包经营制度的方案,认为社区股份合作制模式是我国深化农地使用权制度改革的主导模式,并分别对非农产业较发达地区和欠发达地区农地使用权制度改革提出相应的对策建议。
The reform of farmland usage rights system is the major part of the reform on farmland system in our country. It is significant of the alternation of reform mode in the farmland usage rights system to ensure the farmers of the farmland benefit, to increase the value of farmland usage and to improve the allocation of farmland resources. The research in this paper further discusses the reform mode of our farmland usage rights system by the guidance of farmland ownership theory from Marx and referencing the reasonable parts and study method of the land ownership theory in western economics. And obtain.the valuable reference and critical direction for our reform mode on the basis of the research findings of the farmland usage rights system reform mode in the academic field and with the comparison among the reform modes adopted by some developed country (region). This paper analyses the historic course of our reform on farmland usage rights system in full aspects, and the details of the shortcomings in land contracting system; comments on various practical modes of the farmland usage rights system in our country, and shows out the solution for improving current land contracting system, and regards the community holding cooperative mode is the leading mode for further improvement of our farmland usage rights system, at the same time respectively proposes suggestion of reform on the farmland usage rights system for both the more developed region and under-developed region.
