中国企业普遍面临困境,这是有目共睹的一个事实。在这个事实的背后,是中国的企业与西方发达国家的企业之间存在有明显的差距,这里我们不妨称之为“比较劣势”。其实,无论是经济学界还是企业界人士,在谈论中国企业存在的问题时,都不知不觉涉及到了“比较劣势”的概念,各种观点的不同之处,就在于“比较劣势”的内容。比如,有人认为企业搞不好的原因是政企不分,有人认为是公有制本身造成的,有人认为是市场机制不健全造成的等等。本文通过分析,认为经营者问题才是中国企业“比较劣势”的核心问题,并通过对征天集团选聘子公司经营者的案例剖析,对企业经营者的市场化选择问题做了进一步探讨。 事实上,西方的现代企业制度是在十九世纪“经理革命”之后逐步建立起来的,没有“经理革命”,支撑今天西方经济的大型、特大型企业也就不可能出现。对于中国而言,同样的市场经济体制,要建立起现代企业制度,也必须走用市场手段来配置企业经营者人力资源的道路,企业经营者也必须走职业化道路。然而,在中国要实现企业经营者的市场化选择并不容易,征天集团的案例说明了没有较为完善的职业经理人市场(渠道),市场中没有大量合格的能供企业选择的职业经理人,是阻碍企业经营者市场化选择的最突出的问题。在本文的最后一章,作者对职业经理人的培养和经理人市场的建立做了探讨。
It is obvious to all that Chinese enterprise face to difficulty, on the back of the fact, the difference between Chinese and development nation enterprises is obvious, and we name the difference as "comparative disadvantage". In fact, when economist and enterpriser talk about problem emerging presenting in Chinese enterprise, they all come down to the concept of "comparative disadvantage" unconsciously, and the difference between variety viewpoints is the content of "comparative disadvantage". For example, some people consider the reason of enterprise do bad is government and enterprise no-separate, and some people consider the reason is public-owned system, and some people consider the reason is market mechanism not sanity, etc. This paper via analyzes, think problem of operator is the core of Chinese enterprise "comparative disadvantage", and analyzes the case of Zhengtian Bloc choose enterprise operator, discuss the problem of marketing choice.In fact, western modern enterprise system is founded gradually after "manager revolution" in 19 century, without "manager revolution", the large enterprises ,supporting current western economic, can"t emergence. For China, under the sameness market economic system, it necessary to establish modern enterprise system is that configure human resource of enterprise operator by market method, and enterprise operator must professional. But in China realize market choose manager is nor easy, the case of Zhengtian Bloc illuminate that the most outstanding problem,which hinder the market choose manager, is we lack of relative sanity market of professional manager, and lack of adequate qualified manager in the market. The last chapter of this paper discusses the problem of training professional manager and establishing the manger market.
