In the second part the author thinks that we should tightening up the construction of army"s administrative culture, because great change has happened in society and composition of servicemen, and we are facing the challenge of new military revolution. In the third part, the author analyzes the limitations in ours traditional hypothesis of human nature from historic and logical viewpoints and gives a more subjective hypothesis of human nature, which make clear the starting point of constructing administrative culture. In the fourth part, a detailed study on how to construct our army"s administrative culture is given, which is expounded from four aspects: administrative thought, administrative values, administrative psychology, administrative morality and administrative tradition.Excellent system of army administration should realize the important role played by administrative culture in administrative activities. When we encourage excellent administrative tradition, we should actively find out defects in administrative culture, break through limitation in ideology and carry out the construction of army"s administrative culture, which is an important way to improve administration in army.
