本文以研究在新的历史条件下如何进行军队行政文化建设，从而提高我军行政管理水平为宗旨。本文第一部分对军队行政文化这一概念进行了界定、简要地介绍了其主要构成，以及行政文化对军队行政管理的作用。本文第二部分从军队所面临的社会大环境、军队内部人员素质和结构的变化、新军事革命挑战三个角度阐述了加强我军行政文化建设的必然性。人性设定是行政文化的首要问题，本文第三部分从历史和逻辑的统一出发，分析了我军对人性设定问题上所存在的历史局限性，进而对人性进行了比较客观的设定，从而明确了我军行政文化建设思路和内容的出发点。在以上基础之上，本文第四部分根据行政文化构成，从行政思想、行政价值、行政心理和行政道德等四个方面详细地论述了我军行政文化建设的内容和思路。本文认为，优秀的军队行政系统，应当认识到行政文化的存在及其对行政管理活动的巨大影响作用。我军在发扬行政管理的优良传统的同时，应当从内外环境变化的需要出发，从我军面临的任务的需要出发，认识到我军现有行政文化存在的问题，突破思想观念上的局限性，积极进行军队行政文化建设，这是提高我军行政管理水平的重要途径。
The aim of the paper is to research how to construct administrative culture and raise the administrative level in army on new condition.In the first part of the paper the author explains the concept of army"s administrative culture, its composition and its effect on army administration. In the second part the author thinks that we should tightening up the construction of army"s administrative culture, because great change has happened in society and composition of servicemen, and we are facing the challenge of new military revolution. In the third part, the author analyzes the limitations in ours traditional hypothesis of human nature from historic and logical viewpoints and gives a more subjective hypothesis of human nature, which make clear the starting point of constructing administrative culture. In the fourth part, a detailed study on how to construct our army"s administrative culture is given, which is expounded from four aspects: administrative thought, administrative values, administrative psychology, administrative morality and administrative tradition.Excellent system of army administration should realize the important role played by administrative culture in administrative activities. When we encourage excellent administrative tradition, we should actively find out defects in administrative culture, break through limitation in ideology and carry out the construction of army"s administrative culture, which is an important way to improve administration in army.
