论文标题:土地使用权挂牌出让中存在的问题及对策研究 Problems and Countermeasures of Selling Land Using Right by Hanging Out One"s Shingle 论文作者 胡晓颖 论文导师 刘晓君,论文学位 硕士,论文专业 管理科学与工程 论文单位 西安建筑科技大学,点击次数 47,论文页数 57页File Size2690k 2005-02-01论文网 http://www.lw23.com/lunwen_267911377/ 土地使用权挂牌出让;模糊综合评价法;博弈论 selling land using right by hanging out one"s shingle; evaluation systems with fuzzy set theory; game theory 土地使用权挂牌出让是广东、江苏和重庆等地在招标拍卖出让土地使用权的实践中创新出来的,它综合了招标、拍卖和协议方式的优点,尤其适用于当前我国土地市场现状。自实施以来,土地使用权挂牌出让就在我国土地使用权出让市场上发挥着重要作用。 但是从全国范围来看,土地挂牌出让市场的发展还不成熟,相应的法律法规并不健全,缺乏有效的控制与引导机制。 文章运用模糊综合评价法建立土地使用权挂牌出让的合理程度评价模型,并由此分析影响土地使用权挂牌出让合理程度的因素,并运用博弈论的方法对以上三个问题进行模型建立并求解,得出结论:通过增大检察机关派出检查组检查的频率及概率,加大对腐败官员的惩处力度,可以有效的降低政府官员腐败的发生概率;通过破除参与竞价的开发商区域性的限制,增大开发商之间串谋的折扣系数,有助于减少竞价人之间串谋的可能性,达到降低串谋的目的;通过增大政府规划设计的科学性、前瞻性,加大对施工进度缓慢的开发商的惩罚,可以阻止开发实力弱的开发商竞价的可能性,增大挂牌出让中竞价人竞价的理性。 Selling land using right by hanging out one"s shingle is innovated in the places such as Guangdong, Jiangsu and Chongqing, which is based on the practice of selling land using right by biding and auction, it synthesized the advantages of biding , auction and agreement, and is especially suitable for the present situation of our country"s land market. Since the implementation, selling land using right by hanging out one"s shingle has played the important role in the land market in our country.But from all over the country, the development of selling land using right by hanging out one"s shingle is not mature, the corresponding laws and regulations are not certainly perfect, and the effective control and the guidance mechanism is lack.The article established the reasonable appraisal model of selling land using right by hanging out one"s shingle based on evaluation systems with fuzzy set theory, through which, the factors of influence is analysed, and the model is established and the solution is get by using the game theory, then draws the conclusion: Through increasing the frequency and the probability of the supervising organ, enlarging the punishment strength to the corrupt officers, may reduce the corruption of officers effectively; Through eradicating the regional limit of the participation who competes the price, increasing the discount coefficient which is between the developer plotting together, is help for reducing the possibility of the developer plotting together; Through increasing the scientific and the foresightedness which the government"s urban planning, enlarging the punishment strengths to the developer who constructed slowly, may prevents the weak developer to compete the price, increases the developer competing the price rationality.
