高校毕业生就业市场化改革取向确立以来,在社会和经济转型、高等教育大众化发展的背景下,高校毕业生的就业方式已经从计划分配过渡到市场配置;市场供求关系至少从表面上看,从“卖方市场”走向了“买方市场”。在此过程中,高校毕业生就业逐渐成为了一个关系到高等教育改革、经济发展和社会安定的重大公共问题浮出水面。因此,有必要对其进行必要的研究分析。毋庸置疑,“就业问题”的出现是一系列相联系的因素作用形成的。本文从宏观到微观,从市场发育到高等教育,从就业体制到高校毕业生自身等若干方面,就如何改善高校毕业生就业状况提出了一些建设性的对策。 正文共分三部分: 第一部分首先指出在社会经济转型过程中,人们在计划传统思维下,对就业相关问题的认识上还存在一定误区并给出了基于现代市场经济条件下的解释。然后通过对高校毕业生就业市场的供求、特点及发展趋势进行了论述。 第二部分从高校毕业生供求的总量矛盾、结构性矛盾、择业观念、就业市场发育、高等教育、就业服务等几个方面提出了就业问题的形成原因。 第三部分在深化高校毕业生就业制度改革、高等教育改革、就业市场完善、加强就业信息和就业咨询与指导等几个方面提出了应对策略,以期引发对这一问题的思考。
Ever since the establishment of the marketization of college graduates" employment, the employment of college graduates has shifted from the planned distribution to the market arrangement, based on the background of social and economic transformation and the popular development of university education. Meanwhile, the market demand and supply relationship has also shifted from the seller"s market to the consumer"s market. During this course, the college graduates" employment problem, which is believed a severe public problem concerning the reform of university education, the economic development, and the stability of society, is gaining more and more considerations. Thus, it is necessary to undertake the research and analysis of this issue. There is no doubt that the employment problem is caused by a series of connected factors. This thesis paper aims to raise some constructive solutions in improving the college graduates" current employment situation from many aspects, such as macro and micro standpoints, market development and university education, and the employment system and college graduates. The body of this thesis paper consists three major parts.Part one: It is stated that there are still some misunderstandings on the employment problem during the process of economic transformation. All these problems are explained based on the circumstance of modern market economy. And the demand and supply relationship existing in college graduates" employment market, the characteristic of employment, and its development tendency are discussed subsequently.Part two: The causes of the employment problem are raised via the analysis of several matters including the paradox between the demand and supply amounts of college graduates, the structural paradox, the job-choosing concept, the development of employment market, university education and the employment service.Part three: In order to cause the public consideration, the solving strategies are stated from the aspects of deepening the reform of college graduates" employment system, the reform of university education, the perfection of employment market, the publication of employment information, and the reinforcement of employment consultation, guide, and service.
