目前很多建筑施工企业往往认为成本控制就是成本管理，对施工项目成本管理体系的研究较少，也不够深入。所以本文从建筑施工企业的角度出发，从施工项目成本管理体系的框架入手对建筑施工项目成本管理体系中的几个关键问题进行了研究。 论文的第一部分说明了本文写作的目的和意义。论文的第二部分从建筑施工企业施工项目成本管理的现状出发研究了施工项目成本管理体系框架的几个关键内容，具体包括成本管理的主体、成本管理的对象、成本管理的内容、成本管理的措施体系，是本文的总领部分。第三部分到第六部分是论文的核心部分，详细研究了建筑施工企业施工项目成本管理体系中的几个关键问题。其中第一个关键的问题如何使用企业定额来预测施工项目成本在论文的第三部分论述，并以实例说明了企业定额预测成本的具体应用过程；在施工项目成本预测的基础上论文的第四部分论述了其中的第二个关键问题：如何编制施工项目成本计划；紧接着论文的第五部分论述了其中第三个关键问题：如何按照制订好的施工项目成本计划利用价值工程进行施工项目成本控制。在施工项目技术方案的确定阶段采用价值工程分析方法进行施工项目成本控制；论文的第六部分论述了建筑施工企业项目成本管理中的最后一个关键问题：施工项目成本的分析和考核。从第三部分到第六部分属于建筑施工企业施工项目成本管理体系的几个关键问题，是建筑施工企业施工项目成本管理体系的主要组成部分，也是相互联系相互影响的部分，本论文专门对这几个关键问题进行了较为详细的研究和论述。 论文的写作是通过理论联系实际的方法完成的，通过查阅大量前辈学者的相关理论著作，着重研究了在建筑企业项目管成本理中的企业定额的编制和应用，以及价值工程理论在实际项目成本管理中的应用等几个关键方面的问题。
Until our national economy develop forward fast constantly in recent years, project management level get unprecedentedly swift and violent development and improve too, especially after our country joins WTO, build market opening to the outside world progressively at home, this raise to of our country vast construction work construction enterprise one"s own project management level put forward high requirement too. A lot of building enterprises often think it is managed that it is the cost that the cost is controlled at present, there is less, not deep enough study on cost management system of the project under construction. So this text proceeds from angle of the enterprise in charge of construction, proceed with frame of the cost management system of the project under construction, carry on research to building project under construction cost several key problems of management system, with the purpose of improving the project cost management level of enterprise in charge of construction. The writing of the thesis was finished through the method of the combination of thoery and practice, through consulting the scholars of a large number of the older generations" relevant theory works, and fully utilize the favorable identity of a medium-sized building enterprise administrator in Guangdong of oneself, go deep into the realities of life, combine reality, study project in charge of enterprise establishment and application of quota that cost regulate the function of the middle-jiao in building enterprise emphatically, and the questions of several key respects such as the application in the cost of actual project is managed of project theory of value. Through research and case analysis of this thesis, believe that can help the enterprise in charge of construction to find some effective ones and is suitable for the cost management method of the project under construction or brief on. To further deepening and standardizing and building project management, improve the project management level of enterprise in charge of construction, promote project management scientific process, standardization, institutionalized and internationalization of enterprise in charge of construction. Through the application in the actual project, improve the economic benefits of enterprises, promote the development of enterprise.
