本文在世界各国普遍存在城市贫困以及我国正在进行经济体制改革的时代背景下研究我国的城市贫困问题及社会保障制度。第一部分引入贫困的定义和划分，指出我国目前城市贫困问题状况，将我国现阶段与经济体制改革前的城市贫困、我国与其它发展中国家的城市贫困进行对比研究，认为我国目前的城市贫困与上述二者都有区别，并分析了城市贫困在经济上的意义、对政治和社会的影响，从理论上解释了缓解城市贫困的必要性。第二部分通过追寻有关贫困的理论，对维护贫困理论和反对贫困理论的阐述，认为随着社会经济的发展，形成贫困的原因，不仅仅在于贫困者个人，因此从理论上找到了国家和社会干预贫困的合理性。第三部分从追溯社会保障制度与贫困的渊源开始，分析了社会保障之所以能够缓解城市贫困的原因并对社会保障制度相关项目缓解城市贫困的作用进行评价，同时指出对于社会保障制度在缓解城市贫困中的作用应该客观公正的看待。此外，该部分还特别针对我国城市贫困加剧的原因，结合福利经济学的补偿原则，指出国家和社会有责任并应通过完善社会保障制度为我国在经济体制改革中利益受损的城镇贫困群体进行补偿。第四部分借鉴美国利用社会保障制度缓解贫困的经验，指出我国未来社会保障制度的发展思路，并结合我国目前城市贫困问题的特点，指出我国应该采取的对策和社会保障制度有待完善的方面。
The paper studies the urban poverty and social security in China in the background of widely-spread urban poverty in the world and economic system reform in China. Part one introduces the definition and division of poverty, points out the situation of our country in the present ,compares urban poverty in our country nowadays with that before economic reform and that of other developing countries , concludes that the former is different from the latter two .This part also analyzes the economic significant of urban poverty and affluence on politics and society ,explaining the necessity of alleviating urban poverty. Part two traces for the theories about poverty and illuminates theories approving or protesting poverty , considers that the cause of forming poverty doesn"t simply consist in poor people himself with the developing of economic and society and finds it reasonable for the government and society to intervene in poverty . Part three begins with reviewing the relationship between poverty and social security from the occurrence of the latter, analyzes why social security can alleviate urban poverty, comments on the effect of social security content on alleviating urban poverty , and insists that we should treat it objectively and justly. In addition, part three especially combines the cause of deteriorating urban poverty in China with the principle of compensate and points out it"s duty bound for the government and society to compensate people who have suffered benefit lost in the reform of economic system reform by consummating social security . Part four introduces urban poverty and social security in America, points out the way of developing social security in the future in China by using its successful experience and lessons and puts forward some suggestion in consummating social security and executing other policies according to the characteristic of urban poverty in our country.
