投资环境作为国际直接投资的外部条件，对于投资国和东道国双方及其相关的各个方面，将产生复杂而深刻的影响。一个国家或地区能否正确认识自身投资环境的好与坏，关系到其能否更好地引进外资和先进生产技术与管理经验，实现本国本地区的既定经济目标。因此，不论发达国家还是发展中国家都十分重视本国投资环境的分析与改善。同理，能否正确认识我国矿业投资环境，对于提高我国矿业中的外资水平和合理引导外资，促进我国矿业体制的改革与发展都具有十分重要的意义。因此，对我国矿业产业投资环境的全面系统研究对我国矿业区位的选择、技术的扩散，同时对于投资环境的中观研究都具有重要的理论意义和实际意义。矿业不但在国民经济发展中起着基础作用，而且对一个国家的经济起飞，实现工业化和现代化也发挥着重要的支柱和启动作用。自上个世纪八十年代中后期开始，中国政府决定对矿业实行“利用两种资源，吸引两种资金，开拓两个市场”的对外开放政策。按照“九五”计划和2010年国民经济和社会发展纲要提出的要求，中国政府将重点引导、鼓励外资投入到能源、原材料等基础产业和基础设施方面。中国政府高度重视矿业开发中的“引进来”，注重矿业投资环境的改善，同时为扩大矿产资源领域对外开放与合作提供了极为有利的宏观政策环境。论文通过分析中国利用外资的阶段、外资来源地的构成特征、地区特征和产业分布特征，结合中国矿业现状，得出中国矿业利用外资的特点：中国矿业利用外资起步较晚；外资金额所占比重相当小；外资的地区分布与矿产资源潜力的分布不协调；高度集中于非金属矿种。这些特点表明中国矿业在外资利用方面存在一定的问题，但同时具有很大的潜力。外资对中国矿业发展的作用，主要表现为：缓解矿业开发与勘查方面的资金不足；促进矿产勘查理论与技术的发展；促进中国矿产品的国际贸易；促进中国矿业体制改革。论文将影响中国矿业投资环境的主要因素分为国际因素、矿产资源潜力因素、矿业政策及法律因素和经济及税收因素。通过分析，中国矿业投资环境在未来的发展中具有良好的国际环境因素；中国在矿产资源潜力方面具有很大的优势，矿产资源成矿条件较好，通过勘查工作找到更多矿产资源的前景良好；中国的矿业政策和矿业法律体系存在一定的问题，但将不断吸取市场经济和国际化的规则而趋于完善；中国矿业具有良好的宏观经济环境，但矿产资源税费过重，并且结构存在不合理之处。在中国矿业投资环境的比较研究中，论文选取了矿业投资环境相对完善的加拿大和智利，与中国相邻的主要矿业国家印度尼西亚和俄罗斯作为比较对象。分别对矿业法律体系、矿业税费、矿业管理和矿业政策进行了比较研究，表明中国矿业投资环境存在矿业法律体系不完善、矿业税费过高且结构不合理、矿业管理中存在缺位和错位、矿业投资政策不明确等问题。最后，论文基于中国矿业投资环境存在的主要问题，以矿业的可持续发展理论、利用外资与国家安全的理论及WTO的相关规则为基础，提出了改善中国矿业投资环境的七条政策建议。论文主要取得如下创新成果：1、本文首次全面系统地对中国矿业外资投资环境进行分析，对产业投资环境的研究具有探索意义和重要的理论意义。在国内外投资环境的研究中，针对具体国家或大区域综合投资环境的宏观研究占了绝大多数，对于企业布局和选址的经济技术论证等投资环境的微观研究也有一些，但是作为投资环境一个重要组成部分的具体产业、行业等中观投资环境的研究却很少。这主要与投资环境研究往往着眼于总体和概貌分析，产业投资环境在地区综合投资环境评价与具体项目可行性评价之间的尺度不好把握有关。目前，中国正在进行国有企业改革和产业结构布局的调整，因此加强中国矿业的投资环境的研究不但对中国矿业区位的选择、技术的扩散具有重要的现实和实际指导意义，而且对于投资环境的中观研究具有一定的探索意义和重要的理论意义。2、本文系统论述了影响中国矿业外资投资环境的主要因素，首次提出并全面阐述了国际因素在矿业投资环境中的作用及其意义，得出中国矿业投资环境的国际因素具有一定优势的结论。这种优势主要表现为：第一，在矿业全球化的大趋势下，随着矿产勘查投资费用大量转向发展中国家，作为世界上最大的发展中国家，中国将会成为吸引世界矿业投资的最好地区；第二，中国加入世界贸易组织为国际投资提供了更加公正、透明的投资环境；第三，中国与周边国家的友好关系为向中国投资提供了有利的国际政治环境。因此中国矿业投资环境在未来的发展中具有良好的国际环境因素。3、本文通过对影响中国矿业投资环境的因素分析和与世界主要矿业国家及中国周边矿业国家投资环境的对比分析，首次系统论述并提出了中国矿业投资环境存在的主要问题和与国际矿业通则存在的主要差距。即：中国矿业投资环境中的矿业法律体系不完善、矿业税费过高且结构不合理、矿业管理中存在缺位和错位、矿业投资政策不明确等方面。这些不利直接影响了世界各国矿业公司的对华投资，并提出上述问题与差距是改善中国矿业投资环境需要重点解决的问题的新观点。4、本文首次提出改善中

Whether correctly understands our country mining industry investment environment, it have very important meaning to raise foreign capital level in our country mining industry and reasonable guide foreign capital, accelerate our country mining industry system reformation and development. Therefore, the thesis has significant theory sense and actual sense through system studies completely our country mining industry investment environment to mining industry area choice and extends technical and the middle view of investment environment.Mining industry has foundation function and the important a pillar with start the function not only in national economy development, but also to a national economic take-off, realize the industrialization and modernization. Since last century the 80"s intermediary and later stage, the Chinese government decision to practice the open policy in the mining industry of “Utilize two kinds of resources, Two kinds of capitals draw, Reclaim two marketplaces”. According to the request of “95 Plan” and the outline of 2010 national economy and society development, the Chinese government guides the point and encourages the foreign capital put into foundation industry the foundation infrastructure including the energy, original material etc. The Chinese government pays great attention to “Introduce from elsewhere” in the mining industry development and the mining industry investment environment improvement, provides the extremely beneficial macroscopic policy environment for open outward and cooperated in minerals resources. The thesis obtain the features of Chinese mining industry utilized the foreign capital, through analysis utilizes the foreign capital phase, characteristics of foreign capital source, region characteristic with industry distributing characteristic, with Chinese mineral industry present condition. The features including the Chinese mining industry use foreign capital more late, the proportion is very small, the foreign capital area distribution is unbalanced with the minerals resources potential distributions, and it is high concentrates in the nonmetal mineral. These features expresses the Chinese mining exists some specified problems, but have the very great potential. The foreign capital has positive action to Chinese mining industry development.
