改革开放以来,我国经济取得突飞猛进的发展,随着经济的发展我国居民的收入分配差距也随之扩大。面对收入分配差距不断扩大问题,各理论界和实践部门纷纷为之出谋划策,在众多的政策建议当中必然要提到的一条是建立健全的社会保障制度,因为社会保障具有调节收入分配差距的作用,是调节收入分配差距的一种手段。因此,本文的论点就是论述社会保障制度对收入分配的调节作用,即社会保障制度的再分配效应。以期通过分析社会保障再分配效应而采取一系列有效的方法和措施来缩小居民收入分配差距,以改善收入分配状态,将收入分配差距调整到一个更加合理的范围内,以促进经济发展,社会稳定,实现社会和谐。 为论述社会保障制度的再分配效应,全文除导论外共分四部分 第一部分是论述社会保障制度再分配的理论渊源。这部分的阐述是从马克思主义社会保障再分配理论出发论述到西方社会保障再分配理论再到二战后社会保障再分配理论的新发展,目的是为阐述社会保障制度具有调节收入分配差距功能提供理论依据,使全文有证可循,有据可依。 第二部分阐述了西方国家社会保障再分配的实践及其启示。有了理论依据之后,为进一步论证社会保障制度具有再分配功能以及如何运用社会保障制度调节收入分配状态而对西方国家运用社会保障制度调节和修正收入分配差距的方法的措施作了详述,目的就是通过对西方国家社会保障再分配实践的学习,从中得到启示,以为我国的社会保障再分配实践提供有价值的参考资料。 为更好地了解我国社会保障制度对我国居民收入分配差距所起到的调节作用以及有针对性地学习借鉴西方国家社会保障再分配的成功经验,文章进行了第三部分的论述即分析我国社会保障再分配的现实格局。对我国社会保障再分配现实格局的分析表明我国的社会保障制度不但没有起到调节收入分配差距的作用,反而进一步扩大了收入分配差距,并分析了其存在的问题及其形成原因 目的就是为了更好地了解我国社会保障制度为什么没有起到调节收入分配差距的作用;第四部分是针对我国社会保障没有起到调节作用所存在的问题提出政策建议,即在借鉴西方国家的成功经验基础上,提出通过在完善收入分配制度的同时,建立健全的社会保障制度,以改善收入分配状态,缩小贫富差距,促进经济稳定发展,实现社会和谐。 文章以社会保障具有调节收入分配功能为研究对象,以社会保障再分配理论为指导,采用了比较分析法、实证分析法和理论联系实际等写作方法,得出了如
