社区建设是中国政府治道变革的重要组成部分，也是重构政府与社会关系的一个重要的突破口。可以说，社区建设是继企业改制、市场培育、政府改革之后的又一大政府工作重点和焦点。我国的城市社区建设经过了十多年的酝酿、几年的具体实验，经由中央办公厅、国务院办公厅转发的《民政部关于在全国推进城市社区建设的意见》的23号文件，现在已到达它的全面建设阶段。总结实验过程中社区建设的经验，解决社区建设所面临的、迫切需要解决的理论问题和实践问题，解决政府在推动城市社区建设中面临的新情况及新问题，是新世纪中国社区建设开好局、高起步、大发展的关键所在，需要我们对此进行更加深入的探索和理论研究。 本文按照“提出问题、分析问题、解决问题”的思路，将文章分为四个部分。第一部分对社区及城市社区建设的相关理论加以阐释。第二部分着重分析了城市社区建设在我国兴起的基本动因。第三部分阐述了我国城市社区建设的现状，对城市社区建设中的主要问题及其成因进行了分析与研究。第四部分是作者对我国城市社区建设所遇问题的对策的探索，是本文的重点，亦是本文的落脚点。 文章第一部分首先从社区的基本内涵入手，界定了社区在我国的基本内容。在此基础上，对我国城巾社区建设进行界定，为下文的后续研究打下坚实的理论基石。此部分还概括了我国城市社区建设的基本特征，便于我们进一步把握城市社区建设的内涵。 文章第二部分将城市社区建设在我国兴起的具体动因分为两个方面：必要性方面以及必然性方面。并对每一方面进行了全面详细的归纳和分析。 文章第三部分首先简要综述了我国城市社区建设的现状及其所取得的成绩。在此基础上重点论述了我国城市社区建设所面临的主要问题：社区意识比较淡薄、城市社区管理体制不顺、社区相关法制建设滞后、城市社区建设中的“行政化” 倾向严重、社区成员参与社区建设程度低、城市社区服务建设不足、城市社区工作者队伍整体素质偏低。并在每个问题之后，分析了问题的具⑥硕士学位论文MASTER’S开IESIS体成因。 文章第四部分针对第三部分中我国城市社区建设所遇到的七个主要问题，探讨了解决这些问题的对策，即营造浓厚的社区意识、理顺社区建设管理体制、加强社区的法制建设、处理好政府行为和社几区行为间的关系、提高社区成员社区建设参与度、推进社区服务建设、努力建设高素质的社区工作者队伍。 本文的创新之处在于以我国当一前政治、经济、社会领域特定的变革期为宏观背景，以马列主义一切从实际出发、实事求是的思想和邓小平理论为具体指导，运用规范分析法、文献分析法、个案分析法等研究方法对我国城市社区建设过程中所遇到的主要问题进行了综合研究和理论分析。尤其是在本文的第二部分、第三部分中对社区建设在我国蓬勃兴起的动因、社区建设所遇主要问题的成因进行了较深入地分析，提出了自己的见解，具有一定的创新意义。关键词:城市社区建设问题对策卡
The community construction is an important part of the reform of Chinese governmental governance and a significant breakthrough of the reorganization of the relationship between the government and the society. It can be said that the urban community construction is another focus of governmental work after the transformation of the corporation system, the cultivation of the market and the reform of the government. After over 10 years" gestation and several years" practice, the urban community construction has been in a phase of full-scale development in our country, now. Summarizing the constructional experience that appears in the experimental process, solving the theoretical and practical problems that are existent and imperious, and settling the new problem that the government is faced with in the facilitation of the urban community construction are the key to have a good beginning and a great development of the Chinese community construction in the new century. But all these need a more deeply research.With a thought stream of "raising problems, analyzing problems, solving problems" , thi s thesi s can be di vided into four parts. The first part explains some relevant theories of the community and the urban community construction. The second part focuses on the reasons that the community construction can arise in our country. The third part expatiates the actuality of the urban community construction in China, analyses the main problems in community construction and studies the reasons of these problems. The fourth part puts forward the countermeasures of the problems that exist in the community construction, which is the keystone of this thesis.Starting from the basic meanings of community, the first part defines the basic contents of the community in China. Based on this,the essential content of the urban community construction is also defined, which lays down the rigorous footstone for the following study. In addition, this part also sums up the basic characteristics of the urban community construction.The second part devides the specific causations of the urban community construction into two aspects: necessity and inevitability. Comprehensive and detailed analysis and conclusion are made on each aspect.The third part briefly summarizes the actuality and achievements of the urban community construction, and then points out the main problems in the construction. There is a particular analysis after each problem.The fourth part aims at the countermeasures to the main problems in the third part.This thesis is based on the background that China is in the political, economic and social innovations. Tt adopts the method of theoretical analysis, literature analysis and case analysis. It puts forward suggestions on the basis of former studies in order to find some countermeasures for urban community construction in China.
