矿产资源型城市(地区)是依托矿产资源开发而兴建或者发展起来的。我国矿产资源型城市(地区)众多，在计划经济体制下，曾为国家提供了主要生产资料、巨额利润和税金，并做出了巨大的贡献。但进入21世纪，在市场经济体制下，矿产资源型城市(地区)的发展面对新世纪资源短缺状况进一步加剧的新态势，其生存和发展面临新挑战，资源的不可再生性决定了矿产资源型城市(地区)走可持续发展之路存在着很多问题与障碍。因此，及时探讨如何在矿产资源逐渐枯竭的情况下实现产业转型，实现地区产业竞争力的提升，是关系到众多矿产资源型城市(地区)发展的紧迫问题。本文以市场经济条件下的中国矿产资源型城市(地区)产业竞争力为对象，研究成果可为资源开发企业发展决策提供分析工具，为政府和有关部门制定相关政策和采取措施提供决策依据。因此，矿产资源型城市(地区)产业的竞争力提升问题研究，不仅具有重要的现实意义，而且具有深远的历史意义。 本文采用了实证研究与规范研究、定量分析与定性分析相结合的方法。首先进行了文献检索与查阅，对国内外相关研究领域的研究进展进行了评析。与此同时，对国内典型矿产资源型城市(地区)进行了实地调研。在此基础上，进行矿产资源型城市(地区)产业转型的国际比较研究，使整个研究有坚实的实证支持。 本文通过借鉴区域经济、产业结构、可持续发展、产业竞争力的研究成果，从我国矿产资源型城市(地区)经济的实际情况和产业结构现状出发，运用产业经济学和区域经济学的有关理论，采用对比和规范分析的方法，剖析了该类地区产业结构存在的问题。从探讨和解析理论入手，吸收国内外在产业竞争力领域研究比较成熟的理论方法，来构架矿产资源型城市(地区)和地区产业竞争力提升的方法和对策。首先回顾国内外学者对矿产资源型城市(地区)可持续发展和产业竞争力及产业结构转型的相关研究，并对我国矿产资源型城市(地区)的产业经济现状进行分析。然后概述建立矿产资源型城市(地区)产业竞争力评价指标体系所依据的产业结构优化理论、主导产业选择、可持续发展理论和产业竞争力提升理论的主要内容，并且具体分析矿产资源型城市(地区)产业结构转型的特殊规律及其对实现城市可持续发展和提高城市产业竞争力的决定性作用。在此基础上，根据一定原则选取评价指标，建立矿产资源型城市(地区)产业竞争力的评价指标体系和竞争力提升模式，从产业转型、产业结构调整和用高科技改造传统产业等几个大的方面着手，通过具体分析矿产资源型城市(地区)产业的特点，为矿产资源型城市(地区)产业未来的可持续竞争力提升构建一个发展的平台。针对国内外相关研究的薄弱环节，在矿产资源型城市(地区)发展周期，矿产资源型产业组织与产业转型以及矿产资源型城市(地区)产业竞争力提升模式与对策三个维度开展研究，并注意各专题间的衔接和关联。同时选取具有代表性的鸡西地区进行实证的分析和规范研究，为这类地区产业的未来发展提供具有实践意义、可操作性的对策和建议。最后在研究国外典型矿产资源型城市(地区)产业结构转型成功经验的基础上，针对我国资源型城市(地区)产业发展中存在的制约因素和制度缺陷，提出我国矿产资源型城市(地区)产业竞争力提升的原则、方向和政策建议。
