论文在对欠发达区域与信息产业相关概念界定、后发优势理论与信息产业发展理论评述的基础上,采用规范分析和实证分析相结合、历史分析和对比分析相结合、具体分析和抽象分析相结合的方法,分析了西部信息产业发展的宏观经济背景与国际经济环境、市场化进程与制度基础以及资本、技术、人才等基本条件,研究了西部信息产业发展的空间选择与区域分工、市场结构与产业组织、增长方式与自主创新能力以及地方政府在信息产业发展中的重要作用等重要理论问题。 论文重新界定了信息产业的科学内涵,归纳了信息产业的基本特征和涵盖范围。认为信息产业是指随着现代信息技术发展而产生的,利用信息技术提供信息产品和信息服务,以信息的生产、加工、贮存、传播为主要目的的综合性产业体系。可划分为两大类:即信息技术产业和信息服务业。信息技术产业是指以微电子技术为基础,以计算机技术,通信技术和多媒体技术为标志的高新技术产业。信息服务业是指以开发利用信息资源为基础,以现代信息技术为手段对信息进行加工、收集、处理、存储、检索和利用,并以信息产品为社会提供服务的新型产业。 论文概述了西部地区社会经济的基本情况,指出了当前西部大开发的重点领域和发展进程,分析了西部信息产业发展面临的机遇与挑战。认为,在新的历史机遇期,充分发挥西部地区后发优势,不断推进西部产业结构优化升级,是继续推进西部大开发的关键所在。发展信息产业,不断提高西部地区信息化水平,则是提升西部地区自我发展能力和自主创新能力的必然选择。因此,西部地区必须高度重视信息产业的发展,力争通过信息产业的发展提升西部地区自我发展能力和自主创新能力,不断实现西部地区产业结构的优势升级和国民经济的健康发展。 论文对西部信息产业的资本、技术、人才、制度、人文环境、基础条件等进行了深入研究。认为,西部地区虽然整体上在资本、技术、人才、制度等条件上落后于东部地区,但在西安、重庆、成都等大中城市具有发展信息产业的比较优势,西部地区完全可以根据自身区情和特点,走出一条适合于西部区情的信息产业发展道路,通过西部信息产业的腾飞,带动西部社会经济的全面进步。 论文对西部信息产业空间布局实证分析指出,西部信息产业空间布局存在三个层次。即以西安为中心的软硬件、服务业全面发展的强劲的增长极地区;以成都、重庆、绵阳和兰州为中心形成专业化的增长极地区;以省会城市和中小城市为核心的信息服务业的快速发展区域。认为,西部地区在继续加强重庆、成都、西安等核心区域信息产业发展的同时,应大力发展省市等区域性中心城市信息产业发展,并通过信息服务业的推进来带动西部城乡建设的进程,从而实现西部经济的和谐协调发展。 论文对西部地区信息产业的市场结构测度和市场绩效分析表明,由于受到信息技术滞后、资本瓶颈、市场范围和容量的约束,西部信息设备制造业的市场集中度并不高,其市场结构仍处于分散竞争的态势,市场绩效明显落后于东部地区。制约西部信息产业组织合理化演进的深层次原因包括行政性垄断、市场机制发育落后、产业退出壁垒高、地方保护主义严重。要提升西部信息产业的市场绩效,西部地区必须根据具体区情,采取积极有产的措施,建立有效竞争的信息产业市场结构。 论文对西部信息产业的增长方式及创新能力的考察表明,整体经济实力滞后、产权结构不合理、科技成果转化率低、政府行政效率低、城市布局不合理等因素严重制约了西部信息产业增长方式的转变和创新能力的提升。作者认为,西部地区信息产业的腾飞,只有立足于本身的区域特色和资源优势,通过制度体系的设计,大力倡导学习创新型产业的建设,切实提升西部信息产业企业的学习能力和自主创新能力,才能扭转在市场竞争中的不利局面,逐渐缩小与东部信息产业发展的差距。论文最后提出了建立学习创新型产业,提升西部信息产业自主创新能力的总体思路、基本原则与对策措施。 论文指出在西部信息产业成长过程中,地方政府发挥着至关重要的作用,西部地区能否充分发挥地方政府在信息产业发展中的引导职能、规范职能和服务职能是决定西部信息产业健康发展的关键因素。论文最后针对信息产业发展的主要障碍提出了具体的应对措施。
Based on illustrating the foundational issues including the meaning, mechanism and evolution of information industry, this dissertation has analyzed the macroeconomic environment, marketing advancement and postulate of capital, technology and talented person by using the methods of several analysis unified, studied the following important academic problems about space selection and area division of information industry in the west, market mechanism, industry organization, developing mode and self-innovation ability. This thesis gived a new definition on the concept and category of information industry, concluded the basic character and range covered of information industry.It defined, with the developing of the modern information technology, information industry is becoming a integrative system which aims at the yielding, collecting, arranging and transmitting of the information by utilizing information technology to provide contents and service.It included information technology industry and information service industry.Based on micro-electronics technology, information technology industry is a high technology industry what takes computer technology, communication and multimedia technologies as symbol.Information service industry than is based on developing information resource is a new type industry that applying modern information technology to process, collecting, storing , searching and using of information and supply information product for society . The paper summarized the radical status of economy in west, pointed out the key domain of the strategy of developing the western region and analyzed the opportunity and challenge.This dissertation point outs exerting the later advantage of west china fully and upgrading industry configuration continuously is the hinge of the development of west china.In order to improve its self-development and self-innovation ability, West china must accelerate the development of information industry and heighten its informationization level.Therefore, west china must pay more attention to the development of information industry. On the basis of positive analysis of capital, technology, system, person with ability and base establishment of information industry in west China, this dissertation pointed out that west china dropped behind east china in capital, technology, system, person with ability and base establishment and other conditions, but it has comparatively advantages to develop information industry in big cities such Chongqing, chengdu, xi"an and so on in west" china.West china can walk out a road to develop information industry which adapt to the conditions of west china. After the demonstration of the space distribution of information industry in west china, this dissertation pointed out there are three arrangement space distribution of information industry in west china: the quickly developed area which encircled Xi"an; the specialized developed area which encircled Chongqing, Chengdu, Mianyang and Lanzhou; the area which encircled middle-size cities.The author thinks that we should pay more attention to the development of the information industry in Chongqing, Chengdu and Xi"an, at the same time we should also greatly boost the development of information industry of middle-size cities. The estimate of the market mechanism and the analyses of the market performance imply, the market centralization of the information industry in west china is low, and its market performance drops behind east china because of the lag of information technology, bottle-neck of capital, restriction of market scope.The deep reasons which restricted the rational evolvement of information industry"s organization include administration monopoly, faultiness of market mechanism and so on.In order to improve the market performance of information industry, west china must erect market mechanism of effect competition of information industry. The analyses of the developing mode and innovation ability of information industry in west china imply that the lag of economic strength, the illogicality of the configuration of property right, the low of scientific and technical payoffs conversion rate are mainly obstacles to improve innovation ability of information industry in west china.The author suggested west china should vigorously sparkplug learning- innovation industry and improved learning ability and innovation ability of enterprise in west china by design of system based on regional feature and resource advantages. This thesis pointed out that local government plays a very important role in the development of information industry in west china.Whether the local government can exert the function of leading, criterion and service determine the development of the information industry in west china.At last, this thesis brings forward measures to solve the problems which restrict the development of information industry in west china.
