“三农问题”的核心是农民问题,农民问题的实质是收入问题,因此提高农民收入既是解决贫困地区“三农问题”的重要环节,也是全面建设农村小康社会的重中之重。由于历史的原因,长期以来,农村贫困地区资源稀缺,农民素质偏低,交通落后,信息闭塞,农民收入差距越拉越大。再加上农业比较收益的低下,以及第一产业就业空间极其有限,提高农民收入问题自然而然地演变为如何合理解决农村剩余劳动力的就业问题。因此,因势利导发展贫困地区农村劳务经济是提高贫困地区农村农民收入的现实需要。 纵观国内外理论界,对劳动力流动的研究,其文献资料可谓是“汗牛充栋”,但是关于劳务经济的深入研究,却并不是很多。特别是关于我国社会主义市场经济体制下贫困地区农村发展劳务经济问题的研究,更是凤毛麟角。因此,加强对贫困地区农村发展劳务经济问题的研究就具有重要的理论价值和现实意义。本文以经济学的相关理论为基础,以湘西自治州泸溪县为例,概述了劳务经济的起源和发展,比较深入地考察了市场经济条件下贫困地区发展劳务经济的现状,阐述了贫困地区农村发展劳务经济的重要意义。笔者着重剖析了贫困地区农村劳务经济发展缓慢的原因,认为贫困地区农村劳务经济发展缓慢的原因表现在以下五个方面,一是受贫困地区农村社会经济发展水平及结构的制约。二是农村工业化、城镇化水平低,导致吸纳农村劳动力能力有限。三是受相关体制和政策影响。四是受思想观念及认识的制约。五是劳务用工信息网络建设滞后。由于缺乏劳动力市场的用工信息,加上政府组织上的不到位,农民外出务工尚处于自发、盲目状态。为此,笔者针对贫困地区农村发展劳务经济存在的问题,就如何加快贫困地区农村劳务经济的发展提出了一系列政策建议,如优化劳务输出环境,加大农民工技能培训,加快信息网络建设,加快农村工业化、城镇化进程等。
The core of "three agricultural problems" is rural demography, of which the essence is the income problem. So increasing the farmers" income is not only the important link to solve the "three agricultural problems" in poor area, but also the most importance to build a well-off society in an all-round way .As to the historical causes, in the long term, the resource in rural poor area is rare, the quality of fanners is low, the transport is inconvenient, the information is stopped up, and the farmers" income gap is wider. What" more, as to the low agricultural comparative benefit and the limits of employment capacity in the primary industry, the problem of increasing the farmers" income would naturally be changed into how to properly solve the employment problem of the surplus rural labor. Therefore, developing the labor economy in rural poor area is the actual need of increasing the farmers" income, according to the situation.Throughout the theoretical field both in China and abroad, there is large amount of literature on the study of labor flow. But there"re not enough materials of deep studies on it. Especially the studies about developing labor economy in rural poor area under the social market system in China are even rare. So it is theoretical and actual meaningful to strengthen the study on developing the labor economy in rural poor area. On the basis of relative economical theories and giving the example of Luxi county in Xiangxi Self-government Prefecture, this paper summaries the source and development of labor economy , examines more deeply the present situation of development of the labor economy in rural poor area under the social market system, and expounds significance of developing the labor economy in rural poor area. The author analyzes emphatically the causes of the slow development of the labor economy in rural poor area and thinks the expressions of that are five aspects below: First it"s restricted by the level and structure of rural society and economy development.
