随着社会主义市场经济的建立,建设服务型政府已成为我国政府的改革目标。服务型政府是针对传统管制型政府的弊端而提出的新概念。服务型政府强调公民是国家的主人,是公共权力的唯一合法拥有者,政府是公共权力的代理者,主张“公民本位”的运作方式。所谓服务型政府可以理解为,在政治上树立“以人为本”的治理理念,为社会各阶层提供一个安全、平等和民主的制度环境;在经济发展上制定公平规则,确保市场经济的有效运行并弥补其不足;在社会问题上,协调社会冲突,提供社会福利。服务型政府的主要职责是实现和保障社会公正,主要职能是提供公共产品和公共服务,政府财政资源主要投入公共产品和服务领域。和谐社会要求矛盾的各方在发展过程中实现共赢的基础上保持平衡,涉及人与人、人与自然、人与社会等多个层次,是人们经济、政治、文化、生活各方面各要素的融洽共存状态,是全面综合的历史动态的概念。和谐社会的构建是一个庞大的系统工程,也是一个需要随着经济、政治、文化的发展而不断推进的历史过程。社会主义和谐社会以富裕、公平、公正、自由为价值目标,体现了社会主义本质要求的现代新型和谐社会,是“民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会”。本文从和谐社会的内涵与服务型政府的概念特征入手,注重条件和机制的研究,揭示了二者的关联性,指出了服务型政府是构建和谐社会的必然选择,进而阐明了构建和谐社会中服务型政府建设的三个目标体系,即:健全惠及全民的基本公共服务体系、完善社会管理体系和建立基本覆盖城乡居民的社会保障体系。最后,针对目前我国经济社会发展中存在的问题和政府职能现状,阐述了构建和谐社会进程中建设服务型政府的路径选择。
With the establishment of the socialist market economy, building a service-oriented government has became our government’s reform goals.The service government aims at the new concept which the traditional control government the malpractice proposed.The service government emphasized the citizen is the national master,is the public authority only legitimate owner,the government is the public authority representative,advocates the citizen standard operation way Service-oriented government is what set its governce concept on people-oriented And provide a safe, equalitable and democratic system environment for all people in political field. establishing fair rules in economic development to ensure the effective functioning of the market economy and to meet the shortfall. on social issues, coordinate social conflict and provide social welfare. Service-oriented government’s main duty is to achieve security and social justice, whose main function is to provide public goods and services. And its major financial resources should invest in the field of public production and service. Harmonious society is a comprehensive and historicaldynamic conception, which includes the harmony of relationship between human and the nature, individual and individual, individual and society and other gradutions,is the people economy,politics,the culture,lives various espects various essential factovs harmonious coexistence condition. It requires all aspects of the contradiction in the course of development to keep blance on the basis of a win-win situation.The harmonious society’s construction is a huge systems engineering,also is one needs along with the economical,political,the historical process which but the cultural develop ment advances unceasingly. Harmonious society of socialism takes prosperous, fair ,just and freed as its value target. Morden and new type harmonious society which reflect the essential demand of socialism is a demorcracy and rule by law, equity and justice, sincerity and amity, vitality, stable and orderly, harmonious coexistence of man and nature. Based on the content of a harmonious society and characteristics of the concept of service-oriented government,attention condition and mechanism research. this thesis expose the relevance of the two, which point out a service-oriented government is the inevitable choice to build a harmonious society. Then expounded a harmonious society of the three objectives of service-oriented government systems ----- Establishing basic services to benefit all the people. Improving social management system and establishment of a basic social security system covering both urban and rural residents. Finally, in view of the existing of our society development and the situation of our government’s function, this thesis point out the path chosen for a service-oriented government durning the process of building a harmonious society.
