改革开放后，我国开始出现人口流动浪潮。随着流动人口规模的扩大，对流动人口的研究也日益成为国内学术界的研究热点。关于流动人口的贫困问题，国内学者的系统研究还比较少见，体系性、专题性的研究成果还比较缺乏。因此加强流动人口贫困问题的研究势必成为人口研究的重要发展趋势之一。 随着城市化进程的加快，我国流动人口问题以大城市最为突出。流动人口作为城市社会的一个组成部分，对城市经济的发展起着越来越重要的作用。但由于户籍制度及城市保障体制的存在，流动人口在城市中的经济地位和社会地位都很低，与城市居民相比，更容易陷入贫困状态。如何全面把握城市流动人口贫困的具体状况和特征，采取各种有效措施改善流动人口的贫困状况，消除流动人口的贫困，已成为当前急需解决的问题。 本文将围绕流动人口的贫困问题，以西安市为例展开专题研究。本文在对贫困理论进行梳理的基础上，对国内流动人口贫困问题研究现状及存在问题作了较全面地分析，特别是在调查分析的基础上，对西安市外来流动人口的状况及西安市外来流动人口的贫困原因进行了典型实证分析，在此基础上提出了西安市治理流动人口贫困的政策建议。
Population mobility appears after reform and opening-up in China. With the process of population mobility, the study on the floating population increasingly becomes the focus of the domestic academic research. The systematic study on the poverty of the floating population is singular in our country. The special and systematic research result remains lack. Therefore, enhancing the research of the poverty of floating population will certainly become one of the most important trends of population research.With the process of the urbanization, problems of the floating population are prominent in big city. As the part of the urban community, the floating population plays the important role for the development of the urban economy. However, because of the social security system arrangement and the household registration, the floating population remains low social status and economic status. Being compared with the urban inhabitant, the floating population is obliged into the poverty more easily. Mastering the concrete station and characteristic of the floating population, adopting the efficient measure to improve the poor condition of the floating population, dissolving the narrow circumstances of the floating population, have become the social problems that need to be solved urgently.This essay is the special investigation and research for the poverty of the floating population in xi"an. On the foundation of combing the poverty theories, the essay analyzes the present domestic research condition and the existing problems completely. Especially on the basis of the investigation and analysis, the essay precedes the typical model evidence analysis for the situation and the reason of the poverty of the floating population in xi"an, finally, the essay puts forward suggestions and policies to solve the poverty problems of the floating population in xi"an.
