Food Security; New way of Industrialization
粮食问题是当前的一个热点问题,也是各国政府重点研究的课题之一。它在国家战略安全中与国家的经济安全、军事安全、信息安全一样处于重要地位。粮食安全不仅是个政治问题,关乎国家安全、社会稳定,而是一个重要的经济问题。本文通过对粮食安全进行一般理论分析,阐述了粮食安全的重要性,在一般理论分析的基础上利用各种数据对我国粮食安全进行了实证分析,得出目前了我国粮食安全的保障水平是比较高的,但随着人口增加、需求增长,未来我国粮食供给压力将不断扩大,同时粮食安全是一个系统工程,安全与否还受制于各种因素影响,我国粮食安全目前也还存在诸多薄弱环节。因此,必须高度重视粮食安全问题。 本论文对中国粮食安全做出一般理论分析和实证分析的研究,旨在说明:中国粮食安全问题的在当前和未来的重要性,而未来保障我国粮食安全的新思路则是走工业化的道路。 本文分为六个部分: 第一部分:绪论,主要是对本文的研究背景、研究内容及研究方法做出了说明。 第二部分:区分了粮农组织和我国关于粮食及粮食安全所指内涵,界定了彼此之间的差异,提出粮食安全的测度指标及保障我国粮食安全的路径。 第三部分:对粮食安全做一般理论分析,分析了粮食安全与经济、社会的关系及粮食安全的重要性,并通过对发达、发展中国家:美国、日本、印度、欧盟关于粮食安全的经验与措施的分析和总结,归纳了这些经验与措施对我国粮食安全的启示。 第四部分:是利用有关数据资料对我国粮食安全状况做出实证分析。主要包括改革开放以来的粮食供给状况、储备系数、波动系数、人均粮食占有量等的分析,及其制约因素和发展的现实可能性分析。 第五部分:分析了我国粮食安全面临的主要的几个矛盾问题,提出保障我国粮食安全的新思路。 第六部分:归纳了本论文的主要结论和不足之处及有待论证的方面。
The problem of food security is a presently hot topic in China today, is also placed in the important position in the strategy safety in a country, which often includes the national economic safety, the military safety, informative safety etc.Food security is not only a political issue, but also an economic problem.This text makes the general theories analysis for the food security, elaborating the importance of food security.On the base of the general theories analysis , A substantial evidence analysis is given by making use of all kinds of historic or latest data, then a conclusion is being made that the level of food guarantees in our country is higher.However ,with the growing population and the increasing demand in our country , the demand in food is on the rise in the future,As well, food security is a systematic poject,wheather safer or not heavily depends on the effect of all kinds of risking factors.At present,there exists amount of uncertain parts affecting our country"s food security.So the problem of food security should be paid extremely attention to.The purpose of studying food security in this thesis is to show the essential reason that food security.is important to our country at all time.Therefore, this text puts forward the new way of guaranteeing our country"s food security :the development of industrialization.This text is divided into six parts totally.The first part is the introduction about the present condition and explaining the frame of study ,contents and method of Researching.The second part is to define the concept of food Agriculture Organization with our country, distinguishing the difference between them , and bringing up the measurement of food security and the path of guarantees in food. SecurityThe third part is to make a general theories analysis, analyzing the relationship between food security and economy , society and elaborating the importance of food security and according to developing and developed country experiences, measurements of the United States, Japan, India, EU"s,and summering up the enlightenment of these experiences and measurements to our country.The forth part is the substantial evidence analysis for present condition of food security in our country , making use of the relevant data.lt includes the total numbers of food production , the food with each person occupies in recent years etc , and giving an analysis of making roughly factor and analysis of realistic possibilityThe fifth part is to analyze a few primarily and self-contradict problems that our country"s food security faces,putting forward the new way of guaranteeing our country"s food security.The sixth part is to tally up a main conclusion of this thesis and its aspect that is not enough place for and its further argument.
