20世纪90年代以来，随着市场经济体制改革进程的加快和经济结构调整的加速，中国城镇失业率急剧上升，严峻的失业问题对我国经济、社会、政治等方面产生了巨大的影响，建立和完善中国的就业保障制度已成为迫在眉睫的问题。近些年来，理论和学术界有过关于就业保障问题的探讨，但往往只针对就业保障的某一方面或某些方面，未见有完整、系统性的就业保障制度的研究文献。在此背景之下，本论文尝试对中国城镇就业保障制度进行系统的梳理。论文的创新之处是对就业保障的内涵和外延进行了界定，同时明确了就业保障的对象，并在一定程度上对影响城镇劳动力就业机会的微观影响因素进行了实证分析，寻求扩大城镇劳动力就业机会的对策性方法。另外，论文还深入探讨了全球就业保障制度的发展以及中国城镇就业保障制度的历史演变，并且针对现行中国就业保障制度面临的问题和挑战提出了自己的一些观点。
With the accelerating of market-oriented reformation and economic structure adjustment, China"s labor market and employment systems have changed dramatically in last 10 years. The transition china is in face of a high unemployment rate. Therefore the government"s pressing task is to establish a social employment assurance system. However, there are only a handful of papers studying China"s Employment Assurance System. On this basis, the author manages to research the Employment Assurance System completely. The innovation of this paper is to put across the concept of "Employment Assurance", and make confirmation of whom should be protected. And then the paper analyses the global developing trend of social employment assurance in recent years. At the same time, the evolution of China"s Employment Assurance System is described perfectly. The paper also studies the differences of rural labors" employment opportunities empirically, and proposes some policy opinions on how to augment the rural unemployment labors" employment opportunities. In addition, the paper analyses the problems and the challenges of China"s Employment Assurance System, and then accordingly tables certain proposals.
