与发达国家贫困人口主要集中在城市不同，中国的贫困群体主要分布在农村，农村贫困问题的解决是全面建设小康社会的关键。尽管国内外学术界对贫困问题的讨论已经持续了近半个世纪，关于贫困的基础理论已经比较成熟和深入，但不同的国家存在着千差万别的历史地理状况、制度、文化和价值观，现有的贫困和反贫困理论难以涵盖到所有地区的各方面因素，关于贫困的基础理论仍需要继续探索和完善。本文尝试立足陕西省实际情况对农村反贫困问题做出更深入和全面的研究。 本文首先对国内外有关贫困的基础理论进行了疏理、比较和探索，分析了导致贫困的原因，进而对农村反贫困理论做出了深入的分析和反思。通过对陕西省农村贫困现状的分析，归纳出了造成贫困的各类因素，这就为制定有效的治理农村贫困的战略提供了现实的依据。对陕西省多年的扶贫实践效率的历史考察有利于对已有的反贫困理论和政策进行检验，这就为新的扶贫战略的制定和实施提供了理论依据。本文将农村反贫困融入陕西省经济发展的大局之中。
The people in poverty in developed country usually live in city while in china they are living in rural area. To solve the rural poverty is the key step in the construction of comprehensive well-to-do society. Although the discussion on the problem of poverty has been kept on going near half century in both domestic and abroad theoretical circle and the basic theory on poverty is in its comparatively mature period, for reasons that there are different historical geography situation, regulation, culture and view of values in different country, the existing theories concerning poverty and anti-poverty still cannot put all aspects of factors in every region into consideration. There is the need for continued exploration on this problem thus to make the theory perfect. This paper"s destination is to do deeper and more detailed study on rural anti-poverty problem on the basis of the particular facts of Shannxi province.At first, some compares and exploration on kinds of basic poverty theory have been given and the reasons lead to poverty has been analyzed. Further more, thoroughly analysis and reflection on rural anti-poverty theory have been conducted. On the basis of analysis on the current situation of poverty in Shannxi rural area, kinds of factors that lead to poverty have been concluded and this is the realistic gist to propose effective counteract measure on rural poverty. Investigations, which have been exercised for years on the efficiency of aid-for-poverty practices by Shannxi government, are beneficial to the verification on existed anti-poverty theory and become the theoretical backup for establishing new aid-for-poverty strategy, which means embedding the rural anti-poverty into the wholly economical development framework in Shannxi province.
