本文拟从我国地方政府行政成本的涵义、特点、影响因素等基本理论着手,剖析我国地方政府行政成本的现状以及行政成本过高的原因,针对地方政府行政成本存在的问题,提出了一些降低我国地方政府行政成本的看法和设想。 文章首先对行政成本的涵义、行政成本的特点、地方政府行政成本的影响因素等进行剖析,又通过探讨降低地方政府行政成本的理论依据,分析了我国地方政府行政成本的现状和过高的原因。我国行政成本的现状有如下特点:从时间序列上看,政府行政成本增长迅速;从时间横段面上看,政府行政成本处于较高的水平;从供应情况看,政府行政成本供应分布不合理。造成我国地方政府行政成本这种现状的原因是:地方政府预算编制不合理;预算监督制度不健全;传统的行政管理体制存在弊端;领导干部成本意识淡薄,缺乏成本效益观念;产权模糊;存在非法治状态的行政经费等。据此,我就行政成本过高的原因给出了相应的对策。
The paper analyzes the status and reasons of the high administrative cost of the local government on the basis of the theory of the meaning, characteristic and factors of impact of the administrative cost. To counter the existing problems of the administrative cost of our local government, I give some countermove to reduce the administrative cost of our local government.I analyze the meanings, characteristic and factors of impact of the administrative cost at first. Then I give the reasons of the high administrative cost of the local government by discussing the theory to reduce the administrative cost of our local government. The characteristic of the status of our local government administrative cost is : according to the time alignment , the administrative cost of our local government is increasing quickly; according to the time transverse, the administrative cost of our local government is high very much; according to the accommodate, the distribution of the accommodate is not reasonable. The reasons of high administrative cost are: the traditional administrative management system is existing malpractice; the leaders have no cost consciousness; the property rights are obscure; and some administrative fees are not legal, and so on. So, I put forward some countermove on the basis of these reasons.
