在改革开放和现代化建设的新世纪，从理论和实践的结合上对当代中国政府官员腐败问题及反腐败斗争进行系统论析，具有十分重要的理论意义和现实意义。党的十五届六中全会通过的《中共中央关于加强和改进党的作风建设的决定》明确指出：“党员干部廉洁从政，直接关系人心向背和党的执政地位的巩固。必须围绕为人民掌好权、用好权这个根本问题，坚持标本兼治、综合治理，注重从源头上预防和解决腐败问题，进一步推进党风廉政建设。”江泽民同志在中央纪委四次全会上指出：“治国必先治党，治党务必从严。”从严治党首先必须从严治吏。因此，从理论与实际的结合上剖析现阶段我国政府官员的腐败问题，实事求是地评价改革开放以来我国政府开展反腐败斗争的进展情况，按照标本兼治的原则探讨推进我国政府深入开展反腐败斗争的基本对策，是进一步加强党风廉政建设的必然要求，是践行“三个代表”重要思想的迫切需要，是使我们党不变质、国不变色的重要保证。 本文以马列主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导，运用马克思主义反腐倡廉的基本原理，以及自己读研期间所学的管理理论和实践知识，就当代中国政府官员腐败问题及反腐败斗争进行了系统而深入的论析。在引言中，通过运用国内、国外法律对腐败行为的界定，说明腐败虽然和以权谋私有着不可分割的联系，但并不是所有以权谋私行为都是腐败行为，而只有以权谋私造成较严重后果的，才是腐败行为。在第一部分，对腐败的表现形式和形成原因进行了深刻阐述，揭示了腐败现象的危害性。在当代中国，腐败主要表现为权钱交易；同时，腐败在政治、经济、司法、文化等各个领域，均以不同的形式存在。这一部分从独特视角以动态分析的方法，对腐败产生的原因进行了深入分析。在第几部分，通过对我国政府反腐败斗争实践的考察，阐述了中国政府为反对腐败在政治、经济、文化领域中所做的努力，并得出结论:中国政府反腐败的决心是坚定的、一贯的，所取得的成就也是巨大的。最后一部分，从分析法律制度在反腐败斗争中的作用入手，论证了反腐败立法是反腐败的根本保证，而建立有效行使法律的机制，是反腐败立法能发挥作用的重要前提。在此基础上，揭示了权力结构的制约将保证法律的有效执行，从而使监督机制发挥预防腐败发生的作用。本文坚持理论与实际相结合，治标与治本相结合，微观与宏观相结合，在系统论述和全面分析当代中国政府官员腐败问题，探讨进一步推进政府反腐败斗争对策方面有所创新。一是运用国内外法律对腐败行为重新进行了科学界定，认为腐败是为满足私人或小集团利益，滥用公共权力，严重损害公共利益和政府形象的行为。三是从独特视角以动态分析方法，对政府官员腐败产生的原因进行了深刻剖析，揭示出当代中国政府官员腐败的特点是权钱交易，表现形式是滥用公共权力。三是在全面考察改革以来我国政府反腐败斗争实践的基础上得出结论:中国政府反腐败的决心和信心是坚定的，完全有能力解决中国的腐败问题。四是主张在健全法制的同时，通过经济体制和政治体制的配套改革，充分依靠人民群众，构筑起反腐斗争的坚固长城，建立结构合理、配置科学、程序严密、制约有效的独立执法执纪的权力结构制约机制，保证法律公正有效执行，从源头上预防腐败发生，从法治上解决腐败问题。
