城市是区域政治、经济、文化的中心，城市经营是加快城市发展、提高城市竞争力的有力措施，同时城市经营可以极大地改善和提高市民的生活质量，改善和提高城市社会效益、环境效益。西安作为西北五省的政治、经济、科技、文化、交通和商贸中心，其城市的快速、健康发展以及城市竞争力的提高，关系着西部地区的可持续发展，而这些都与城市经营有着密切的关系，所以在此研究西安市城市经营就显得十分重要。 本文在对城市经营的相关理论和国外包括法国、加拿大、英国等国家城市经营的经验进行考察的基础上，进而对西安市目前的城市经营现状进行了论述，之后运用主成分分析方法对西安市城市经营的水平进行了定量的分析和研究。经过考察和分析，本文认为，西安市目前的城市经营尚处于较低的水平，在城市经营过程中还存在着以下的问题：(1)城市交通基础设施不够完善(2)旅游资源尤其是旅游产品还处于浅层次开发(3)缺乏相关的产业集群(4)城市生态环境亟待改善。据此，本文在借鉴其他城市先进经验的基础上，结合西安市自身的特点，为加快西安市的城市经营从以下几个方面提出了建议：(1)在宏观上要建立大西安都市圈；(2)要建立绿色生态城市保护古城的风貌；(3)打造具有西安特色的优势产业集群；(4)不断加强西安市的城市交通基础设施建设；(5)不断开发新的旅游产品，提高西安市的对外旅游形象；(6)在城市经营的不同领域和阶段，政府和市场只有有效的发挥好各自的优势，才能真正达到经营城市的目的。
City is the center of politics, economy and culture for a region. City management is a way of the most effective for accelerating city development and promoting city competitiveness, at the same time it can also greatly improve the life quality of the citizen and the benefit of society and environment. Xi"an, as the political, economic, technological, cultural, transport and the commercial center of the five northwestern provinces, its rapid, healthy development and the enhancement of the city"s competitive power, relate to the sustainable development of the western region. All these have maintained close relationship with the city management, so here it is very important to study city management of Xi"an. Based on the research of the relevant theory of city management and city operating experiences abroad including France, Canada, Britain and other cities, the thesis discusses the current management situation of Xi"an and then analyses the management level of Xi"an city quantitatively by the method of the Principal Component Analysis. Through investigation and analysis, the thesis argues that the current management level of Xi"an is still at a low stage, whereas there still exists the following problems in the process: First, the incomplete urban infrastructure; Second, the development of tour resource, especially about the tour products, is still at the initial step; Third, the lack of industrial clusters; Fourth, the ecological environment of Xi"an need to improve. Accordingly, on the basis of using the experience of other countries for reference, combining with the characteristics of Xi"an city, the thesis makes suggestion in order to speed up the city management of Xi"an from the following aspects: Firstly, to build Xi"an metropolitan circle from the view of macroscopic; Secondly, to build Xi"an as a green ecological city protecting the style and features of the ancient city; Thirdly, to build preponderant industrial clusters with the characteristics of Xi"an city. Fourthly, to reinforce constantly the transport infrastructure construction of Xi"an; Fifthly, to develop new tour products and improve the external tour image of Xi"an. Sixthly, in the different fields and stages of the city management, only if the government and market bring their advantages into full play respectively, can we really achieve the purpose of city management.
