本文以辩证唯物主义和历史唯物主义为基本指导思想,以民主革命时期国共两党合作社经济政策为研究对象,综合运用了历史学、政策学、经济学、社会学等多学科的理论与研究方法,对两党合作社经济政策的具体内容、实践过程、共性及差异等进行全方位审视,系统揭示两党合作社经济政策的发展演变规律及其对近代中国社会经济的影响,并在对两党政策系统对比研究基础上,分析其政策成败经验及启示。 论文具体内容如下: 导论:通过对研究现状和文献资料的介绍,以及从合作社经济政策视角进行探讨的理论意义和实践价值,来阐明确立本选题的原因,同时介绍本选题写作的基本思路和研究方法,并对与合作社相关的一些概念予以界定。 对社会历史背景的考察,是研究国共两党合作社经济政策问题的基本前提,正文第一章即着眼于此,旨在揭示两党合作社经济政策确立的缘由。处于半殖民地半封建社会态势下,乡村经济日渐衰颓,国人为此寻求破解之途,源于近代西欧的经济组织——合作社,进入国人视野且备受青睐,并被知识分子引入中国。此间,国共两党也置身其中,在对不同源流的合作社思想予以品尝和实践后作出不同选择。以此为基础,两党逐渐确立各自的合作社经济政策。 对政策内容和具体实践过程进行审视,是研究国共两党合作社经济政策问题的重要内容,正文第二章和第三章即立足于此,旨在揭示两党合作社经济政策的发展演变规律。一方面从静态的政策文本层面,分别对国共两党合作社经济政策内容的主体架构予以勾勒和评析;另一方面从动态的政策实践层面,分别对国共两党合作社经济政策具体实施过程及成效予以阐释。以此对两党的合作社经济政策从显性层面到隐性层面的特质予以厘清。 对政策不同层面的共性与差异予以探究,是深化研究国共两党合作社经济政策的重要步骤,正文的第四章即侧重于此,旨在揭示两党合作社经济政策的实质及发展趋向迥异的根源。通过对比研究可见,国共两党合作社经济政策的相同之处有:都始终坚持发展与扶持合作社经济,都注重在农村发展合作社经济,都具有战时性特征,都依据政局进行政策调整。国共两党合作社经济政策的不同之处包括:政策的阶级属性根本不同,政策目标存有显著差异,政策的可操作性迥异,重视和扶持的合作社类别相异,发展合作社经济的具体路径不同。 对政策的多层面考察与研究,总结国共两党合作社经济政策的成败经验及教训,以为今天的借鉴,正文第五章的出发点即在于此。具体将分析中共的成功经验和国民党的失败教训,以及两党政策成败带来的深刻启示。 结语:对国共两党以农村为主体区域开展合作时所涉及的多层面关系问题进行总结分析,并给出本文的结论。
This paper takes the dialectical materialism and the historical materialism as the basic guiding ideology, and takes the cooperative economy policy of KMT and CCP in the period of democracy revolution as the research object, the multi-disciplinary theory and research technique, such as the history, the policy study, the economics, the sociology and so on, are utilized synthetically to omni-directional carefully examine the content, the process, the sameness and difference of that two parties’cooperative economy policy. It has promulgated systematically the policy’s development and evolvement rules and the effect which the policy has brought to the society and the economy of modern China, especially it is synthetically discussed about the experience and enlightening of the success and failure on the basis of contrast the policy of these two parties. This paper’s contents follow: The foreword part elucidates the reasons about selecting the topic by introducing the research situation, the literature and datum and the theoretical and the practical value. At the same time, the basic mentality and the study method will be introduced, as well as this paper introduces some concepts are correlative with cooperative. The chapter one with a view to seeing about the background of the society and history, which is the basic premise for the study of the cooperative economy policy of KMT and CCP, has promulgated the reason that these two parties established the policy. The modern China in the semi-colony and semi-feudal society, the countrymen was seeking the way which solved the ruin of country economy and the modern cooperative received the favor and was introduced to china by the intellectual and nongovernmental organizations. KMT and CCP participated in the movement and selected the different cooperative ideology as the mentality foundation establishing the cooperative economy policy. The chapter two and three are established in surveying the policy contents and the practice process, which are the important content, and promulgates the cooperative economy policy rules of these two Parties. One side, it draws and comments the outline of main-body contents of these two parties’the cooperative economy policy from the lay of static policy texts, separately. On the other hand, it interprets the implementation process and the performance of these two parties from the lay of dynamic practice, separately. This analysis opens out the idiosyncrasy of the cooperative economy policy of KMT and CCP from the external to internal. The chapter four emphasizes particularly on exploring the sameness and differences in multi-lays, which is important step on the deepening the study of the cooperative economy policy of KMT and CCP, brings to light the essential of policy and the root of the different development tendency. Through the comparison of the cooperative economy policy of these two Parties,it can be seen the sameness or similarities: They all developed and supported cooperation all along; they all attached important to the country cooperation development; there policy all had the wartime characters; they all adjusted the policy according to the political situation. The differences are: the classes’property was different at all; the policy objects were widely different; the policy’s maneuverability was different; these two parties attached importance to and supported the cooperative was different; the development path which these two parties selected were not same. The chapter five lies in the sum up the experiences and the lessons of the cooperative economy policy of KMT and CCP using for reference in today. The text analyze the succeed experiences of the CCP policies, the failing lessons of the KMT policies and the profundity inspire of the experiences and the lessons of these two parties’cooperative economy policy. The epilogue of the text makes summing up and analysis of the multi-layer relations which KMT and CCP dealed with in developing rural cooperation, and this part presents the conclusion of this paper.
