本文首先从城市社区的解析入手，对城市社区的概念、强化城市社区管理的意义进行了探讨。随后立足我国城市管理的现状，对改革开放以来我国城市社区组织建设取得的成绩、存在的问题进行了系统总结并分析了存在问题的原因。文章认为，改革开放以来，我国城市社区管理有了长足进步。但是，由于计划经济体制的影响，我国的社区组织结构不合理、职能不明确、制度不健全、目标设定不科学等缺陷也比较明显，与城市社会转轨变型的趋势以及社区模式创新的要求格格不入，必须进行改革。文章还以与时俱进的思想，探讨了党的十六大对城市社区组织建设的影响和推进作用。在此基础上，文章对进一步推进我国城市社区管理体制的改革提出了构想。把西方发达国家城市社区建设的发展进程与我国城市社区建设状况的对比作为切入点，分析了我国城市社区管理体制改革的理论依据和驱动因素；提出了改革传统城市社区管理体制的指导原则；选择国内三个大城市典型社区建设的实践模式进行了比较分析，勾勒描绘了我国城市社区的理想模式；文章最后对如何实施城市社区管理体制改革提出了对策：要按照机构层次分明、职责明确的原则，健全市、区、街纵向社区建设管理体系，组建真正意义上的横向社区居民自治管理网络，从而在借鉴国外城市公共行政管理改革和发展的经验、明确城市现代社区管理的基本建构原则的基础上，理顺并建立科学有序、先进高效和结构合理的城市现代社区管理新模式。
This paper begins with the analysis of urban district to probe into its concept and the significance of consolidating the residential organizations. Then, based upon the status of domestic urban management, the success achieved and the problems existing in the urban residential construction of our country since the reform and opening up to the outside world, were systematically summarized and the reasons for the existing problems were analyzed as well. It is pointed out that the urban residential district management develops considerably well since the reform and opening to the outside, but the unfair of urban residential district, uncertain function, imperfect system, unscientific establishment of aim and object and the like still exist, which has failed to conform to the trend of shift of urban society and the creation of mode in residential district and which proves that the reform becomes very necessary. Further more, this paper talked about the influence and impetus of 16th PCCPC upon the construction of urban residential district by means of the idea of progressing with the era. Consequently the conception in terms of the reform of organization management system of urban residential district is put forward. The theoretical basis and driving elements concerning the systematic reform of urban residential district are analyzed through the comparison of the developing process of urban district construction of the western developed countries with the status of Chinese urban district construction ; the instructing principle for the reform of traditional system of urban residential district is proposed; The ideal mode for domestic urban district is depicted through the comparison analysis of the practical mode of typical urban district construction of three main cities.In the end the counter measures are proposed for the execution of the systematic reform of urban district organization management: Strengthen the management system of urban residential organization in the reform direction of city, district and street in pursuance to the principle of clear structure and definite function, set up the practical traverse autonomous control network by the urban residents so as to put in order and build up a new management mode of modern urban residential district with scientific order, advanced efficiency, and equitable structure by the reference to the experience of reform and development of foreign urban public administrative management and the definition of basic structure principle of modern urban residential district management.
