本文根据可持续发展理论、市场理论、企业理论，通过实证调查分析、社会实验与规范分析相结合的方法，对山东农垦农业可持续发展现状、有利因素与存在问题进行了总体的定性描述和定量分析，针对性提出了山东农垦农业可持续发展的对策与措施。主要结果如下： 1、山东农垦自然资源较为丰富，自然条件较为优越，基础设施基本完善，人口增长较为缓慢，且地处我国农业发达强省，具有较好的技术、经济与人才优势，具备宽松的农业政策环境，农垦综合实力不断加强，农业基本上是持续不断增长的，具有较强的可持续性。 2、山东农垦农业发展仍缺乏一定的稳定性，主要包括农业可持续发展思想观念与认识较为落后，生态环境压力不断加大，农垦产业分布分散，产业规模较小，产业结构不尽合理，产业化水平低，农业科技发展后劲不足等等。这些因素在一定程度上阻碍了山东农垦农业可持续发展。 3、加强农业可持续发展观宣传，提高农业可持续发展观认识；增加农业投入，加强农业基础设施建设；加强农业资源的可持续开发利用和生态环境保护；加强农业科技人才建设，推动科技进步；转变传统农业模式，实施生态农业；调整农业产业结构，优化资源和生产要素组合，推进农业产业化；加大农业支持保护力度，建立健全农业可持续发展的管理措施等等，是实现山东农垦经济、社会、人口与资源、环境协调，保持山东农垦农业可持续发展的主要对策与措施。
Based on the theory of sustainable development, market theory and business theory, the overall qualitative and quantitative analysis of reclamation area in Shandong province were gived on the present situation of sustainable development, favorable factors and problems, through the method of investigating, social experiment combined with norm analysis and bring up the main countermeasures and measures of maintaining sustainable development of agriculture in reclamation area in Shandong province. The main results are as flowing: 1、Reclamation area in Shandong province has abundant natural resources, natural conditions are more favorable, infrastructure are basic perfection, population growth is slow relatively. Reclamation areas are also situated in the developed agricultural province with better technology, economical superiority and talent superiority. Agricultural policies have relaxed environment, farming comprehensive strength continuously strengthened. Tt analized that: generally, agriculture of Reclamation Area in Shandong Province has been increasing more sustainablly. 2、Reclamation area in Shandong province is still a certain lack of stability and has many big problems preventing the agriculture from bing developed further. Such as backward thinking and understanding of sustainable agricultural development, increasing pressure on the ecological environment, scattered distribution of industries, small-scale industries, irrational industrial structure, lower level of industrialization, insufficient stamina of agricultural science and technology and so on. These factors are to some extent hindered the Shandong Agricultural Reclamation Sustainable Development. 3、Strong the advertisement and enhance the public awareness to sustainable development of agriculture, Increasing in agricultural input, to strengthen agricultural infrastructure construction, strengthening the sustainable development and use of agricultural resources and the protection of the ecological environment; strengthening the construction of agricultural science and technology and promote scientific and technological progress; changing in the traditional agricultural models, carrying out ecological agriculture; adjusting the agricultural structure, optimizing combination of production factors and resources, promoting the industrialization of agriculture; Increasing agricultural support and protection, establishing and improving the management of sustainable agricultural development, etc, are the main countermeasures and measures to coordinate economic, social, population and resources, environment and maintain sustainable development of agriculture in reclamation area in Shandong province.
