论文标题:中国公务员的薪酬问题研究 Research on China Public Servants Compensation System 论文作者 论文导师 林汉川,论文学位 硕士,论文专业 工商管理 论文单位 对外经济贸易大学,点击次数 239,论文页数 46页File Size843K 2007-04-01论文网 http://www.lw23.com/lunwen_368875082/ system of civil servants; compensation system; incentive theory 随着我国干部人事改革的不断深入,有关公务员的薪酬问题,越来越引起社会的广泛重视。由于种种原因,我国目前的公务员薪酬制度中还有许多缺陷,表现出公务员薪酬水平偏低等现象,从而导致了公务员工作积极性差,滋生腐败和人才流失等后果。针对上述情况,本文选择对我国的公务员薪酬制度进行研究:从激励理论的角度出发,研究如何通过薪酬制度的调整来有效的激励公务员工作积极性,同时避免腐败的发生;通过参考国外的公务员薪酬制度,和对我国公务员薪酬制度的发展和现状进行分析,对我国公务员薪酬制度提出了改革建议。 本文分为四个部分:第一个部分对我国公务员薪酬制度的发展轨迹和现状进行描述;第二部分对国外公务员的薪酬制度进行了对比分析;第三部分从理论说明与数据调查说明了薪酬制度与激励之间的关系,并分析其中与激励相关的积极与消极因素;第四部分针对我国现有薪酬制度,以提高公务员工作积极性与预防腐败为目的,对我国薪酬制度提出相关的建议;最后对全文进行了总结。 Along with the reform of government and personnel system goes on, the compensation of the public servants got more and more attentions. For some reasons, there is still much limitation in current compensation system of our country. One of the important phenomenons is low salary level; it would induce low work enthusiasm and corruption and be short of talents. This paper analyzes the compensation system of China: base on the perspective of incentive theory, research on how to prompting work enthusiasm of the public servants and avoid corruption though compensation reform. By reference to foreign official compensation systems and analyses existing compensation system, some new advises to reform the public servants compensation system is instituted. There are four parts in this paper: The first par introduces the history and the development of the existing compensation system of the civil servants. The second part contrast and analyzes the foreign compensation system of the civil servants. The third part explains the relationship of compensation and incentive by theory analysis and inquiry stats; and analyzes the positive and negative factor of current compensation system. The fourth part analyzes give some advises to reform the compensation system of the civil servants in order to improve work enthusiasm and avoid corruption. At the last, there is a summing-up of this paper.
