ERP(Enterprise Resource Planning,企业资源规划)在带来全新的信息技术架构和集成的企业流程的同时,也存在着很大的实施风险。在对ERP在我国实施存在问题分析的过程中,笔者认识到导致ERP项目失败率这么高的原因之一是ERP的项目管理还不尽完善,缺乏有效的项目论证和评估体系。本文研究的目的就是完善企业ERP项目后评价理论,为企业提供了一个可量化和易于操作的ERP项目后评价手段,促进和完善项目的实施进程。 本文从分析面向全生命周期的ERP项目管理入手,分析了ERP项目全生命周期的定义、阶段划分和内容规范,将全生命周期理论与ERP项目相结合。由于目前缺乏系统的ERP项目后评价模型,文章提出并论证了面向全生命周期的企业资源规划(ERP)项目后评价EAIU(Evaluate Analyze Improve Upgrade)循环模型及其扩展模型。模型由ERP项目成功度评价(Evaluate),评价结果分析(Analyze),企业管理改进(Improve)和ERP系统升级(Upgrade)四个部分组成,这四部分组成一个循环上升体系,促成企业管理系统和信息系统的持续改进,从而不断提高企业的竞争力。 对于成功度评价,文章提出并论证了ERP项目成功度评价指标体系。ERP项目成功度评价是由三个约束(ERP项目预算,ERP项目时间和ERP项目目标)构成的体系。通过基于特尔菲法的后评价指标权重确定和多层次模糊综合评价,可以得出ERP项目成功度评价的结果。 文章首次将数据包络分析用于对ERP项目成功度评价结果的分析,构建了企业ERP项目后评价数据包络分析数学模型,从而能判断企业ERP项目是否为DEA有效,使得企业之间ERP项目后评价的横向比较成为可能,为企业ERP项目后评价的评价方法开辟了新思路。通过应用雷达图的指标对比分析,评价结果显得简洁明了。 然后,笔者选择了制造企业A,对其ERP项目进行了面向全生命周期的后评估实证研究。最后,文章对制造企业A和另七家大型企业的ERP项目后评价数据进行了数据包络分析。
ERP (Enterprise Resource Planning) brings new information technology frame, but the risk of ERP implementation is very high. Lack of effective project evaluation system is one of the main reasons of high failure rate. The aim of this thesis is to improve the post evaluation theory of ERP projects, providing a measurable tool for ERP post evaluation. Whole life circle theory and ERP project was integrated in this thesis. The definition and the period of ERP whole life circle were demonstrated. ERP project post evaluation EAIU (Evaluate Analyze Improve Upgrade) cycling model and its expanding model were demonstrated. The model was composed of four parts: Evaluating, Analyzing, Improving, and Upgrading. The fours parts formed a system which continuously improved the management system and the information system of an enterprise. ERP project success degree evaluation system was put forward in the thesis. The system was made up of three constrains: ERP budget, ERP project time, and ERP project aim. The result of ERP project success degree evaluation could be obtained through Delphi weight establishment method and comprehensive multi-level fuzzy evaluation. Data Envelopment Analysis was used to analyze ERP post evaluation for the first time. Enterprise Resource Planning project post evaluation Data Envelopment Analysis Model was developed to judge whether the ERP project was DEA effective or not. This pointed out a new way for analyzing ERP project. Empirical studies of ERP project post evaluation was given based on the data collected from enterprise A and other seven enterprises.
