我国土地资源紧缺，其供给的有限性决定了城市发展不能走外延式扩张，城市土地利用不能呈粗放式利用。当前我国经济增长方式面临着由粗放向集约的根本性转变，大部分城市都相继进入城市化加速发展期，各项建设事业将会导致城市建设用地规模迅速扩张。在这样的时代背景下，开展天津市城市土地集约利用评价及其对策研究，一方面可以丰富我国城市土地集约利用研究内容，为该研究的深入提供更多的实证案例；另一方面，对于天津市城市化发展和城市土地可持续利用也具有重要的现实意义。 本文采用了“WHAT—HOW—WHY”的分析思路，组织了全文的具体方向和研究内容。全文共划分为五个章节，主要从以下几个方面进行了论述： (1)绪论部分论述了本文选题的背景、研究意义、论文的思路框架、研究的主要内容、方法以及全文的篇章结构，解释说明了论文研究内容的逻辑思路和合理性。同时为了把握进一步研究的方向，较为详细地介绍了国内外城市土地集约利用研究的现状和实践概况。 (2)较全面、较系统地论述了城市土地集约利用的相关基础理论。因为不同城市发展阶段对应的城市土地集约利用水平有所差异，所以研究城市土地集约利用应该放在特定的时间段内。因此，本文首先简单介绍了城市化发展理论，然后选取了本文涉及到的城市土地利用相关理论进行了论述，包括土地区位理论、地租地价理论、土地报酬理论、城市土地规划理论、区域经济发展理论与可持续发展理论。 (3)在分析已有的城市土地集约利用概念和内涵的基础上，笔者从前提、目标、过程、措施四个方面对城市土地集约利用内涵进行界定，并与土地合理利用、土地可持续利用进行了横向比较，指出它们之间的关系和区别。 (4)以天津市建成区为研究范围，运用目标法、比较分析方法、主观经验法，在全面分析反映城市土地集约利用程度的因素及影响城市土地集约合理利用的因素基础上，按照城市土地集约利用的宏观评价原则，并结合城市土地宏观利用评价的标准和内涵，同时考虑到基本数据获取的可能性，建立了由5个要素层(城市用地结构、城市用地强度、城市用地效益、城市用地趋势、城市综合发展能力)21个评价指标构成的天津市城市土地集约利用评价指标体系，并对每一个指标
Because the supply of Our land resource is limited, urban development should not depand on extension of expansion, and urban lands can not be presented in extensive use. Currently, China"s economic growth mode faces the fundamental changes from extensive to intensive, most of the cities have successively entered the urbanization accelerated development period, the construction will lead to the rapid expansion of urban construction sites. Against such a background, this paper focus on the intensified utilization of urban land and suggests on it in Tianjin city, on the one hand, it can provide more evidence cases to enrich our research of intensified utilization of urban land; On the other hand, this paper has the practical significance to Tianjin city urbanization and the sustainable use of land.This paper used "WHAT-HOW-WHY" ideas to analyze and organize the specific direction and research content, The full text is divided into five chapters, a major exposition in the following areas:(1) Introduction of the selection of subjects discussed in this background, research significance, the conceptual framework paper, the major contents and methods of research and the chapter structure of full text, and explained the content of research papers on the logic and rational thinking. At the same time, to grasp the direction of further study, this part introduced with more detail on the research and practice of intensified use of urban land.(2) Introducing the related basic theory of intensified use of urban land with more comprehensive and more systematic exposition. Because the levels of intensified urban land use is different in varied corresponding stage of development in different cities, the study of urban land use should be placed in specific time periods. Therefore, this part first simply introduced urbanization development theory, and then select involved theories of urban land use, including the theory of land location, land rent theory, land compensation theory, the theory of urban land use planning, regional economic development theories and sustainable development theory.(3) Based on the analysis of existing concept and content of urban land
