金融是商品经济发展到一定程度后的必然产物，并随着商品经济的进一步发展而演进、发展。金融的体制与发展水平应能适应经济的体制与发展水平，而且，这是一个不断适应的过程。因此，当谈到经济发展时就不能忽视金融在这一过程中所起到的影响和发挥的作用。 武汉以其“九省通衢”、“直据三原”、“夹两江带七水”的得天独厚的区位优势，历来为我国中部地区的政治、经济、文化和交通中心。改革开放以来，武汉经济和社会各项事业更是取得了长足进展。而今，处于新世纪之初的武汉，如何立足当前现实、放眼未来、面向世界，确立下一步的战略目标，是关系到武汉形象定位和经济持续成长的重大课题。本文正是基于东部繁荣、西部开发以及珠三角、长三角蓬勃发展的大背景下，通过对武汉自身优势与机遇的分析，认为武汉正面临一个难得的历史机遇，如果采取有力措施，奋力开拓金融业，它完全可以成为我国中部地区的区域性金融中心。 文章本着理论架构、实证分析与战略发展对策相结合的原则，采用定性分析与定量分析两种方法，在已有的区域创新系统和城市竞争力研究成果的基础上，分别提出了区域金融创新系统和城市金融竞争力概念。随后，文章从中观层面，将区域金融创新系统引入城市金融竞争力分析框架，在大量统计数据为支撑的条件下，沿着区域金融创新系统与城市金融竞争力的内涵界定、武汉金融竞争力的评估、武汉区域金融创新系统设计、提升武汉金融竞争力的建议这一主线展开，希望通过构建武汉区域金融创新系统以提高金融竞争力。
The finance is the inevitable result that the commodity economy develops to certain extent, and making the gradual progress with further development of commodity economy. The system of the finance and development level should be able to meet the economic system and development level, and it is a course of adapting to constantly. So we should not ignore the finance function and influence that get in this course when mentioning economic development.Wuhan, with its gifted position advantage, has been always politics, economy, culture and traffic centre for our country"s central part. Since reform and opening-up, every undertaking of Wuhan, economy and society, have made considerable progress. Now, in the beginning of new century, how to base on present reality, take a broad view of the future, meet the needs of the world, and establish next strategic objective will be a great subject concerning Wuhan image and economy growing up continuously. This text, on the basis of east prosper, western development, Zhujiang River trigonometry and Changjiang River trigonometry heavy vigorous background, through the analysis of its own advantage and opportunity in Wuhan, thinks that Wuhan is facing a seldom historical opportunity and it can become the central part financial centre of our country if taking effective measure to do all one can in financial circles. This text, building up in line with theory, real example analyzing and the principle combined with development countermeasure of strategy, adopting qualitative analysis and quantitative analysis two methods, at the relevant foundation of research results in regional innovative system and urban competitiveness, has put forward the concepts of regional innovative system of finance and urban financial competitiveness separately. In order to seek the best combination of the theory and practice, the text, from the medium view aspect, introduces regional finance innovative system to the urban financial competitiveness analysis frame. Supporting in a large number of statistics, the contents of this text depict as follows, the concepts of regional finance innovative system and urban financial competitiveness, assessment of Wuhan financial competitiveness, design of regional financial innovative system of Wuhan, countermeasures of promoting Wuhan financial competitiveness. That is, through structuring the regional innovative system of finance, the text hopes to reach the target of promoting the financial competitiveness of Wuhan.
