民意，又称民心，“顺民意、得民心”历来为大多数政治家、思想家所重视。当代中国农民的民意表达问题是一个关系到农村政治民主和社会稳定的重大问题。 本文首先从理论上界定了农民、民意的概念，以及民意表达的内涵、类型与功能，并具体探讨了我国农民民意表达的思想渊源与实现途径；其次，从当代中国农民民意表达的理论依据和新中国成立以来党的实践探索，阐述了我国对农民民意表达渠道的制度安排及其进步与发展；再次，就当代中国农民民意表达中存在的矛盾问题及其影响，从经济、政治和历史文化三大方面系统地剖析问题的根源；最后，从乡村经济的发展、农民素质的提升、农民组织的健全和农村政治制度的改革与完善等角度提出了具体的对策，以期有助于推进乡村的民主、发展和稳定。
Public opinion is also known as popular feelings. Most politicians and thinkers have always stressed how to win the support of the people on. Opinion expression of contemporary Chinese peasants is a significant issue concerning political democracy and social stability in the countryside.First of all, this paper defines the concepts of peasants and public opinion, the connotation, type and functions of opinion expression. And it explores the ideological origin and practical realizations of opinion expression of Chinese peasants. Secondly, the paper dwells on the system guarantee of channels of peasant opinion expression and the system"s progression and development, in the perspective of theoretical basis of contemporary Chinese peasant opinion expression and the practice and exploration since the establishment of People"s Republic of China. Thirdly, it expounds the contradictions and problems of contemporary Chinese peasant opinion expression and their impacts and then systematically analyses the causes of these contradictions and problems. Last of all, to help with the progression of country democracy, development and stability, specific countermeasures are proposed in such aspects as development of country economy, promotion of peasant quality, perfection of peasant organization and reform and improvement of country political system.
