自觉的政治发展研究兴起于20世纪中期，并随着第三世界国家政治发展现实变化，理论主题和研究范式跟着发生嬗变。本论文在立足于政治发展现实和已有理论研究的基础上，试图从政治民主与政府能力关系角度研究政治发展，(?)在探求政治发展规律；并在此基础上，尝试提出一种从政治民主与政府能力平衡角度研究政治发展的思路。这一探求和尝试无论是对政治发展理论研究，还是对政治发展实践均具有一定价值和意义。本着这一研究旨趣，论文始终以政治民主与政府能力关系为轴线，采取层层深入的方法，展开研究。 论文除引言外共分四部分，内容与逻辑如下： 第一部分“政治民主与政府能力‘悖论’：一种历史考察”以法、德、日，拉美、东南亚和黑非地区国家为研究个案，考察其政治发展，发现政治民主与政府能力呈现出一种“悖论”关系。 第二部分“政治民主与政府能力：理论研究与局限”政治发展现实中政治民主与政府能力“悖论”需要在理论上予以解释，西方学者如利普塞特、亨廷顿和阿尔蒙德对政治民主与政府能力问题均有一定研究，但缺乏唯物史观的指导，其研究缺乏理论的普遍性、科学性和深刻性。国内学者对此也有一定研究，但没有找到正确研究政治民主与政府能力问题的方法，研究不能令人满意。 第三部分“政治民主与政府能力关系解读”这是论文的重点部分。该部分(?)三个层次解读政治民主与政府能力关系并探求政治发展规律。(1)解析“悖论”：本质与原因。明辨政治民主和政府能力在政治发展中的内涵，试图找到对二者关系进行科学研究的方法。认为政治民主与政府能力失衡是“悖论”的本质，而后发国特殊的发展处境及发展战略失误是“悖论”产生的主客观原因。(2)走出“悖论”：政治民主与政府能力平衡发展。政治民主与政府能力平衡的内涵包括结构平衡、功能平衡和动态平衡。早发国已经历两种不同的政治民主与政府能力平衡模式；而后发国应选择和建构适合自身现代化逻辑的政治民主化模式和政治发展道路，并在此基础上实现政治民主与政府能力平衡。(3)超越“悖论”：一种政治发展研究视角。自由主义政治现代化理论和权威主义政治发展理论解释力的局限及政治发展新主题的凸显，要求确立政治民主与政府能力平衡研究视角。内容包括：政治民主和政府能力是政治发展的目标和内涵；政治发展过程是政治民主与政府能力平衡的过程：政治发展研究应将政治民主与政府能力综合起来研究。这一研##原图像不清晰究视角在理论上实践上均有一定意义。 第四部分“政治民主与政府能力视野下的当代中国政治发展” 当代中国政治发展的现实基础和内在逻辑以及作为对这一状况反映的理论研究的分歧，决定了当代中国政治发展应高度重视政治民主与政府能力问题。认为当代中国基本政治结构为政治民主与政府能力平衡提供了前提保证；社会主义市场经济为政治民主与政府能力平衡提供了结构基础和拓展空间；渐进改革一全面改革使政治民主与政府能力平衡变为现实。在此基础上，实现政治的持续、稳定、健康发展。 论文自始至终围绕政治民主与政府能力关系展开政治发展研究，并有以下一些新的认识：①政府能力不仅有外在的功能绩效层面，还有支撑功能绩效的内在结构基础；而结构基础与作为制度的政治民主发生直接关系，在这个层面上才可能科学深人的研究政治民主与政府能力关系问题。②政治发展过程中，政治民主与政府能力有一种内在平衡要求，这是由政治发展的进步性（现实性上体现为民主制度的建立与完善）和政府的本质所决定的；这种平衡关系可以成为一种考察研究政治发展的思路和视角。
Based on political development practice and past theories , in the thesis , the author studies political development from the angle of the relation between political democracy and government capability , aiming at the search of the political development regularity . Following this , the author tries to offer a new approach to study political development . This search and try are somewhat practicably and theoretically valuable .The thesis consists of four parts besides preface .Part one : "the "paradox" of political democracy and government capability : a historical survey". According to the political development of France , Germany, Japan, Latin America , Southeast Asia and Africa , it is evident that political democracy and government capability cannot compromise in the process .Part two : "political democracy & government capability : research and its deficiency". Western scholars such as Lipset , Huntington and Almond , have studied the issue of political democracy and government capability . Domestic scholars have studied the issue too . But their studies are not satisfying . Deep and systematic research is needed.Part three : "clarifying the relation between political democracy and government capability". (1) Explaining "paradox": essence and reason . Firstly , clearing the connotation of political democracy and government capability . Holding that out-of-balance of political democracy and government capability is the essence of paradox . While undeveloped countries" special development situation and the irrationality on the developmental strategy choice are the subjective and objective reasons . (2) Resolving "paradox": political democracy and government capability develop with balance . The connotation of balance between political democracy and government capability contains structural balance , functional balance and dynamic balance . Developed countries have experienced two patterns of balance between political democracy and government capability . While developing countries shouldchoose and construct their own balance between political democracy and government capability . (3) Traversing "paradox": an approach to study political development . Theories of liberalism modernization and authoritarianism have failed to keep up with the political development practice , as well as new problem appears. Thus new approach to study political development is needed . The approach to study political development from the angle of balance between political democracy and government capability is profound and valuable.Part four: "political development of contemporary China in view of political democracy & government capability". The realistic foundation and inner logic of political development of contemporary China, as well as the discrepancy of research on it , require that we pay more attention to the issue of political democracy and government capability . Political development of contemporary China has its own premise , condition and motive force . Thus the balance of political democracy and government capability has its own characteristic . Based on it, sustainable and stable development of contemporary China politics is bound to be realized .
