循环经济是物资闭环流动性经济、资源循环经济的简称，是以资源的高效利用和循环利用为目标，以“减量化、再利用、资源化”为原则，以物资闭路循环和能量梯次使用为特征，按照自然生态系统物资循环和能量流动方式运行的经济模式。它要求按照生态规律组织整个生产、消费和废物处理过程，将经济增长方式由传统的“资源—产品—废物排放”的开环模式，转化为“资源—产品—再生资源”的闭环模式，使物质和能量在整个经济系统中得到合理和持久的利用，最大限度地提高资源环境的配置效率，实现社会经济的生态化转向。 资源型城市是指依托资源开发而兴建或者发展起来的城市。“煤都”抚顺，作为典型的资源型城市，长期以来，在“三高一低”的传统发展模式的指导下，经济获得了长足的发展。但是，伴随着煤炭资源的日益枯竭，传统发展模式所带来的严重弊端正日益凸现：资源、能源利用效率低；环境污染、生态破坏严重；环境污染经济损失巨大；环境容量缺失；城市可持续发展潜力不足。资源已难以继续支撑传统工业文明的增长，转变传统发展模式，靠循环经济，促进矿山转型，走出一条可持续发展的新路，已成为抚顺市经济社会发展的必然选择。 国内外的循环经济实践，虽总结出了一些循环经济的发展模式。但是，不同的地区、城市有不同的特点，不可能有现成的模式供抚顺市照搬照抄。在分析了抚顺市发展循环经济存在的基础优势并充分借鉴国内外循环经济最新研究成果和实践经验的基础上，本研究以“三学统筹、三经并举、三流并重、三R协同”原则为指导，以提高“获取资源的能力、驾御资源的能力、运用资源的效率、运用资源的效果”为主要思路，以资源投入减量化、物料循环利用、能量梯级利用、资源再生为发展方向，提出了抚顺市发展循环经济的“3+1”模式，并设计了以煤的深加工和油页岩、煤矸石等“废弃物”综合利用为主的循环经济产业链条。同时，研究中开展的实践证明，“3+1”模式是行之有效的。 本研究是国内首次在资源枯竭型城市和老工业基地开展的循环经济发展模式研究，并首次提出了“三三原则”和“两能两效”循环经济发展思路，不仅是循环经济理论上的探索，也是实践的尝试。研究成果对于抚顺市调整产业结构，重构老工业基地的经济发展模式，早日走出资源枯竭困境，具有十分现实的指导
Circular economy, the short name for material flowing economy in closed circle and resource circular economy, is aimed at high efficient utilization and circular utilization of resources, with the principles of reduction, reuse and recycle. It is characterized by material recycle in closed circle and energy grading utilization. It is an economic mode for national ecological system material recycle and the operation of energy flowing manner. It organizes the whole process of production, consumption and waste treatment according to ecological rules and transfers the open recycle mode of resource-product-waste discharge of the traditional economic increase mode into the close recycle mode of resource-product-regenerative resource so as to make materials and energy to be reasonably and permanently used in the whole economic system and maximally raise the collocation efficiency of resource environment and realize the eco-transformation of the social economy.Resource-base city is a city that is developed or built up based on resource exploitation. Fushun called "coal city", as typical resource-based city, has made great economic progress under direction of the "three-high and one-low" traditional development mode since long time before. However, since the coal resource became dry up increasingly, the serious malpractice resulting from the traditional development mode has protruded day by day. The utilization efficiency of resource and energy is low; environmental pollution and ecological destruction are quite severe; economic loss from environmental pollution is huge; environmental capacity is short; and the urban sustainability level is low. It is very difficult for the resources to support the increase of traditional industrial civilization. It is a necessary choice for the economic and social development of Fushun to go on a sustainability way by transferring the traditional mode of huge production-huge consumption-huge wastes and low output for resources into circular economy and promoting mines transformation.Some development modes are concluded from the practice of circular economy home and aboard, but since different areas have different characters it is impossible to just copy the
