高校收费制度改革和高校扩招政策使我国高校贫困生问题不断凸显,因经济困难而给贫困学生带来的经济与精神的双重压力,直接影响到学生个人的成长与成才,也为高校的思想政治工作提出了新的任务,高校助学问题日益成为社会关注的焦点,成为高校思想政治工作的重要内容之一。我国十分重视高校贫困学生问题,构建了“奖贷助补减”多元化的助学体系,作为我国社会保障系统子系统之一的高校助学体系完善与否,建立怎样的与之相适应的高校思想政治工作体系,是事关我国高等教育可持续发展的一个重要问题,因此对我国高校助学体系存在的问题进行反思,从加强大学生思想道德建设的视角,进一步研究完善高校助学体系,并探讨与之相适应的高校思想政治工作模式,这既是一个值得理论上研究探索的课题,又是一项具有现实意义的工作。 本文通过对当前贫困生问题及助学体系现状的分析,指出我国当前的高校助学体系在助学成效与贫困大学生思想道德建设方面存在的问题与根源,并进一步揭示我国高校助学体系还将面临的挑战,倡导高校助学体系应该以助人自助为主,充分发挥权利义务关系对等的有偿助学形式的积极作用,既公平有效地实现助学目标,也有助于大学生良好道德素质的养成。同时文章也对与此高校助学体系相适应的高校思想政治工作模式进行了积极探讨,以期进一步加强大学生特别是贫困大学生的思想政治教育工作。
The reform on charge system and the expansion policy of higher school together make the problem of poor student in high school become continuously prominent, the pressure both in economy and mind brought by financial difficulties affect personal growth of the poor students directly, and it has put forward a new task for ideological and political work in higher school. The issue of higher school financial aid to students is becoming focus of social concern and one of the important content of ideological and political work in higher school. Our country had attached great importance on the problem of poor student in higher school, and it has established various aid systems named“reward, loan, assist, subsidize, reduce”. Whether the aid system---- one of the subsystems of the nation’s social security system is perfect or not, and how to establish a proper ideological and political system to go with it, is an important issue which relates closely with the sustainable development of our nation’s higher education. So it is both a question for theoretical discussion and a job of practical significance. This paper points out the problem and the root of the nation’s current aid system in helping the poor students and the ideology and moral construction through analysis to the current problem and situation, and it further announce the new challenges the system will confront, initiating that the system should based on self-help, bringing the right-duty-relationship to the full effect. This is not only of great help to reaching the aim, but also good to the forming of good moral. At the same time, the article also carried on positive discussion towards helping with the building of political work mode of high school which adapt mutually to the aid system in order to strengthen the ideological and political education on the university students, especially those poor students.
