今天，所使用的“社区”一词的内涵已经日益向多样化发展。社区是指由居住在某一地方的人们组成的多种社会关系和社会群体，从事多种社会活动所构成的社会区域生活共同体，城市社区指的是街道办事处辖区或居委会辖区，以及目前一些城市新划分的社区委员会辖区。重视社会可持续发展的实践无论在对发展目标的解释上还是在对发展手段的选择上，都趋于强调社区在发展中的作用和社区本身发展的重要性。我国社区建设和发展的历程主要经历了以下两个阶段：(1)1949年——80年代中期，社区组织具有明显的行政色彩，社区的发展观依附于“以经济建设为中心”的社会发展观；(2)80年代中后期——90年代中后期，社会转型带来中国城市社会的总体变迁改变了社区的存在条件，“以人为本”的社区发展观最终确立。中国城市社区建设的兴起是社会转型的客观要求和必然产物，单位功能的专业化和单位体制的衰落促使“单位人”向“社区人”转变，社区人的建设是社区发展的中心；从社区人的建设目标来看，社区建设还有很多需要努力的地方。社区人的发展大致体现在两方面：一方面是人自身的发展，以及身体素质、思想道德素质和文化素质的提高；另一方面社区环境的影响，营造良好的社区氛围应该是社区建设的重点，这种良好的氛围应该既包括自然环境又包括人文环境。那么，针对当代社区人的发展目标，笔者认为社区建设工作主要有如下三个层次的突破：(1)制度创新；(2)重塑社区人文精神；(3)社区评估指标体系的构建。
Community we Share today has multiple meanings. Community refers to the social group which is consisted of a group of people who live in a certain area and kinds of social relations made by the group who engage in the social activities. City community means the resident area governed by the district government and residential committee. It also concludes the community committee that is newly planned. The attainable development of society emphasizes the importance of community development on both the objective and the approach of social development. Chinese community development and construction mainly experiences two stages: The first stage starts from 1949 to the middle of 1980s with a strong political characteristic. The community development of this period is guided by the political strategy that economic is regarded as the center of the developing of society. The second one starts from the late of 1980s to the late of 1990s. The social transformation leads to the change of city community and its basic condition. At this time, the "human - centered" guidance is founded at last. Furthermore, with the reforming of nation enterprises, a large of workers pour into community. Then, the function of community is strengthened. The author presents that the constructing of community group is the center of the community development, hi order to make out the objective, we need improve community construction. There are main two steps for the community group development. The first one is to improve the overall quality of community group hi such facts as health, morality and education. The second one is to create fine community environment that include both the natural and humanistic environment. At last, this thesis arrives at the following conclusion: the community construction should continue its reform on the level of institution, ideology and practice.
