当前我国许多城市属于资源型城市，而其中的大部分是在计划经济时期建立、发展起来的。面临着资源耗竭，开采成本上升，缺少替代和接续产业，可持续发展步履唯艰。同时又有新的资源被发现开采，即将形成新的资源型城市。本文的研究目的是为了总结和归纳出资源型产业和城市经济发展的客观联系，剖析资源型城市发展的客观规律与生命周期，继而探索一条适合我国国情的可持续发展之路。 作者运用了理论研究、实证研究和比较研究的研究方法，在综合分析国内外资源型城市发展的经验与教训的基础上，作者认为资源型城市可持续发展问题是一项庞大的系统工程，本文着重从以下几个方面入手：产业结构调整，重点产业部门的发展、城市新经济增长点的培育，中央政府和地方政府在的作用等论述了资源型城市可持续发展战略和措施。 面对新的国内国际形势，现在是进行本地区的产业结构调整与优化的良好时期。可持续发展需要有新的思路和勇于创新的方法，需要地方政府做大量的工作，更需要企业承受更大的挑战，多方共同努力才能使资源型城市走上可持续发展之路。
In our nation,many cities belong to resource-driven cities and most of them was build and developed in planned economy period. Now they are facing difficulties:the resource will be exhausted,the cost rises quickly and the cities are locked of replaceable industry. The continuous development is hard to realize In our country with new resource is found and exploited,there will be formed new resource-driven cities. The purpose of this thesis is to summarize the relation between resource-driven industry and resource-driven city. The author analyzes the regularity and life cycle of resource-driven city and explores the fitful continuous development way for these cities.The author uses the theory research,case research and compares research. Base on the study of successful and failing cases,the author believe the continuous development of resource-driven city is a great system engineering The main contents of this thesis involve:the adjustment of industry structure,the development of important department,new increase of city economic and the function of government and so on.Facing new circumstance home and abroad it is the right time to adjust and optimize the industry structure of resource-driven cities. Realizing the continuous development people need to have the innovated method and new thoughts,local government need to do plenty of works and enterprise need to bear more challenge. In many ways joint efforts talent make resource-driven city go to the continuous development road.
