本文从发展经济学的角度，全面论述了越南自从革新开放以来外国直接投资的发展过程，分析了外资发展不同阶段所呈现的特点、越南政府外资政策的演变、越南国内的外资投资环境和外资对越南经济发展所起到的重要作用，并指出越南外资投资过程中所存在的问题及今后应采取的措施。 全文共分为四个部分： 第一部分：详细介绍1986年以来越南外资投资的发展概况。根据外资投资的发展情况，把越南的外资投资活动分为三个阶段，就各不同阶段的特点进行总结。并对目前越南的外资投资的总量、来源结构、方式结构、产业结构和地区结构进行了分析。 第二部分：阐述了越南政府对外资投资的立法、政策和措施。越南政府不仅颁布及修改《外国在越南投资法》，建立、发展外资法规体系，还通过一些鼓励政策与措施，为外资投资活动创造一个良好的商业环境。 第三部分：总结了外资投资对越南经济发展起到的积极作用。分别从外资对促进越南经济增长、推动越南市场化改革、经济国际化这三方面进行论述。 第四部分：进一步指出越南外资投资中存在的问题。外资投资的产业、地域分布不合理、投资环境的恶化、越政府对外资的管理不善等都是其主要反映，并且也是导致越南外资流入下降的主要因素。同时，提出了相应的解决措施。在这一部分中，根据当前的国际、国内形势，对越南外资投资的流入量、来源结构、产业结构和地区结构的发展前景作简单分析。 结束语中，对越南外资投资进行了总结。
ABSTRACT This paper looks at the inflow of foreign direct investment(FDI) in Vietnam over the period 1988?000. The distinguishing features of foreign direct investment in Vietnam in different period have been discussed. And also Vietnam抯 foreign investment policies and this objective and the schemes or incentives introduced to attract foreign direct investment have been generalized. Evidence shows that foreign invested companies have had great impact upon Vietnam抯 economy, with generating a lot in export earnings, tax receipts and being an increasingly important employer. At the same time, some problems still exist in the inflow of FDI in Vietnam, which resulted in the decline of FDI in Vietnam in recent years. Vietnam抯 reform agenda remains unfinished. The regional investment environment is increasingly competitive, and Vietnam needs to continue working to maintain the relevance and attractiveness of its FDI policies. The government must focus on lowering transaction costs, improving information systems, clarifying regulations, and improving the implementation of regulations. It concludes that FDI has played and will continue to play a great role in Vietnam抯 national economy.
