工业园区是政府为企业提供的一种外部环境条件，是区域发展的重要政策工具，越来越受到各级政府的重视。池州市作为安徽省的后发地区，在“加快发展、奋力崛起、实现跨越”的过程中，提出以工业园区为平台，全面实现“工业强市”战略目标，工业园区建设和发展被提上重要议事日程。 本文立足于池州市经济社会发展现状和未来发展的战略目标，以池州市工业园区为研究对象，详细分析了“十五”期间池州市工业园区发展现状，有针对性地分析了“十一五”期间池州市工业园区发展环境，指出池州市工业园区发展所面临的优势、劣势、机会和威胁，并列出了池州市“十一五”工业园区发展的SWOT矩阵。 在此基础上，本文提出了池州市“十一五”工业园区发展的总体思路、目标：按照“城市发展的新区、新农村建设的平台、工业强市的基地、生态建设的载体、科技创新的摇篮、体制与机制创新的试验田”这一总体思路，确定“十一期间全市工业园区发展速度要明显快于全市发展速度、从而对全市形成辐射和带动能力”这一总体目标，并给出了具体的数字指标。围绕思路和目标，提出了坚持政府主导、统筹带动、特色提升、开发开放、创新驱动等五大发展战略。 最后，本文重点提出了“十一五”期间池州市工业园区发展的应对措施：以科学规划为先导，实现全市园区有序发展；以多方筹集资金为关键，夯实园区基础建设；以招商引资、企业搬迁入园、全民创业为重点，推动园区项目建设；以培育支柱产业、打造特色园区、提升科技水平为手段，增强园区竞争力；以集约与节约为原则，加强园区土地利用与管理；以加强金融、人力、政策支持和提高服务效能为内容，优化园区发展环境；以园区机构管理和运作方式创新为导向，强化园区自身建设。 本文在综合分析池州市经济社会和工业园区发展现状、面临形势的基础上，对池州市“十一五”工业园区发展战略提出了自己粗浅的见解，希望能对池州市“十一五”工业园区发展具有一定的实际意义和参考价值。
Industry park, an external environment provided by the government, is a kind of important policy tool of regional development and has attracted more and more attention at all levels of government. As the latter area, Chizhou has proposed the strategy goal of "industry promoting the city "on the basis of industrial park platform in the process of "speed development, struggle growing up, achieve span". The construction and development of industry park has been on the agenda.Based on the economic and social actuality and the future development strategy goal, this paper analyzes the development actuality of Chizhou in the 11th Five-Year period and the industry park environment in the 11th Five-Year period, and points out the strengths, weaknesses, opportunities and threats Chizhou industry park is facing, and lists the SWOT matrix of Chizhou industry park development.This paper puts forward the general plan and goal of Chizhou industry park "11th Five-Year Plan": according to the general idea of "the new development area of urban, the platform of new rural construction, the Booming base, the carrier of ecological construction, the cradle of scientific and technological innovation, the experimental field of system and mechanism construction", define the general goal "The industry park development speed is faster than the whole city significantly in the Five-Year Plan period, so as to form a radiating and driving force", and gives the specific numerical index. And puts forward five development strategy: dominate by the government, driving as a whole, upgrade with characteristics, develop an open, driven by innovation.Finally, this paper concludes the measure taken for industry park development during Chizhou "11th Five-Year Plan" period: regard scientific planning as lead, achieve an orderly development of the city park; raising funds from various channels is the key, so as to tamp the foundation construction; take attracting investment, enterprise relocation admission and the whole people start an undertaking as the emphases to promote the park projects; take nurturing pillar industries, creating characteristic park, upgrading the technology as means to enhance the park; take intensivism and economy as the principle, enhance and use management; To strengthen the financial, human resources, policy support, optimize the development environment of the park; take park institution management and operation innovation as the lead to strengthen the construction of the park itself.This paper puts forward my own opinion of Chizhou industry park "11th Five-Year Plan" development strategy on the basis of Chizhou"s social and economic actuality and the current situation, in hopes of certain practical significance and value to Chizhou "11th Five-Year Plan" industrial park development.
