社会保障制度的产生,是生产力发展到一定阶段的产物,是社会进步和文明的重要标志。经过一百多年的发展,社会保障制度已经成为一个相对独立完整的体系,成为市场经济不可或缺的重要支柱。作为一项基本的社会经济制度,社会保障具有保障公民基本生活,维护社会稳定,促进经济发展,保持社会公平和增进国民福利等重要功能,被称之为社会的“稳定器”、经济运行的“减震器”和实现社会公平的“调节器”,因此受到各国的极大关注。本文首先从理论上论述了社会保障的涵义、特征、社会保障制度的形成和发展;在此基础上,对欧盟国家主要社会保障制度模式及其经济发展效应进行了比较分析,对欧盟国家社会保障制度改革进行了深刻剖析;最后,论述了欧盟国家社会保障制度改革对我国的启示。
The system of social security is a fundamental social system of country embodying impartial and beneficial of country, and that is a fundamental measure and step of country lessening the wealthy disparity and helping feeble force colony. It can be said that development of the system of social security affects every one. The capability of social security display country strength in the specified degree and become a sign of country competition. The improvement and the development of social security become the significant driving force of promotion community progress. Hence analyzing thoroughly researching reform and theory to the European Union, drawing on the experience of the west, which has profound sense to improve our the system of social security. Full text in all branch five sections : First section was expounded implication and feature of social security, stress expounding economics theory and traces to the system of social security .one was the new historical sect of Germany, the second was new and bygone benefits economy school, the third was new Cambridge school theory. Second section was expounded formation and the development of social security. The system of social security involved four phases that was germinating 、producing 、improving and reforming. British government published 《Aid the poor law 》in 1834, that marked germinating of social security .Germany published reciprocally 《Disease social insurance law 》、《accident insuring the law 》、《Older and wounded and disabled social insurance law 》in 1880"s ,it marked the first social insurance setting up ,and the social insurance system was coming into being thus .After the second World War, the system of social security went into comprehensive generation that took the high material benefits as the feature. After 1980"s,it came into upsurge of social security in the world. Third section analyzed pattern and economical effect of the European Union. First of all summarizes analyzed two kinds of main patterns in European Union –the fringe benefits and the guarantee. Secondly, analyzed economical effect of two patterns. The fourth section elaborated the reform of social security in European Union. First of all through the old years crisis 、unemployed crisis 、financial crisis 、community crisis four respects analyzed the reformation reason .Secondly expounding four kinds of thinking that the social security system was reformed in European Union. One was raised the criterion of collecting fees,the other one was decreased the service .Three was drawing the American pattern ,wide the proportion of private insurance business. The fourth to be taken more effectively deficient in wealthy policies. The 5th section detailed expounded the inspiration from development and reformation of European Union to our country. First of all expounding the severe condition of our social security confronted with. Being that the currently of our social security was difficult to pull through population old peak in the years. Secondly the currently of our social security was difficult demanded that the content economic structure revolved the track .The third was that the currently of our social security to be difficult to adapt the wave propagation of macroeconomics.
