The target system of the New "outline" includes five big facets -the movement participation, the movement skill, the physical healthy, the psychological healthy and the society adaptiveness. It derived from the three big duties of the origin "outline", that is, the enhancement physique, the three basic instructions and the raising personal character. Its target establishment has faced both the basic goals of majority student and the development goals of the students who has the partial special skills and the spare time. To establish a curriculum structure is a key factor to realize these facets and multi-level curriculum goals. The structure must have the multiplicity, the openness, the flexibility and the multi-level characteristic in order to satisfy the different level, the different horizon and the different interest students’need. New "outline" explicitly proposed that“sports curriculum have contained the sports and the movement training inside and outside class and constructed curriculum structure system inside and outside the class or the school " for adapting to the reality and the development of these universities sports curriculum reforms. New "outline" emphasizes that the student should have the right to choose the content of the curriculum, the teachers and the time under the big curriculum structure system. The education idea of "Humanist" was fully embodied in the new " outline ".It proposed a new task for the sports curriculum structure reform and provided a broad development space for the university sports simultaneously. And developing the sports curriculum is a base to realize the new "outline". At present, the ordinary universities’public sport curriculums are established according to the old "outline" which is composed of the basic compulsory curriculums and the special selective curriculums in Liaoning province. Only the minority schools disrupt the administrative class to opt one project to attend. Obviously this pattern is greatly different from the new "outline". It proposes to construct the big curriculum structure system. It is an urgent duty to reform the current university sports curriculum structure pattern. In this paper, 1500 students and 156 teachers and other sport leaderships who come from 15 universities of Liaoning province have been investigated. The situation of current sports curriculum structure in Liaoning Province universities was conducted by some methods such as investigation method, literature method, mathematical statistic method and so on. On the basis of above, accompanying with the spirit of the national curriculum reforms and soliciting the opinions that come from the professors and experts of the sports curriculum reform, we proposed the lifelong physical culture as our guiding ideology in the public physical education of our province ordinary universities.
