我国东西部地区经济发展存在的差距是不争的客观事实。然而,这种差距现象具体表现出来的问题比较多,但主要集中表现在五个方面:一是西部地区非国有制经济发展明显落后于东部地区,二是西部地区产业结构落后和产业结构不合理问题比东部地区更加突出,三是生产要素更多地集中流向了东部地区,四是东部地区市场化程度明显高于西部地区,五是东部地区创新能力明显高于西部地区。 形成东西部地区经济发展差距的主要原因有主、客观原因:经济体制的转轨变型的客观要求,制度环境、制度变迁成本对市场化程度的影响,资源条件和地缘条件不同对产业结构的影响是形成差距的客观原因;非均衡发展战略下的政策倾斜对生产要素流动的影响,非正式约束对市场化程度的影响是形成差距的主观原因。 解决东西部地区经济发展差距的主要对策建议是西部地区必须实施追赶型战略,发挥“后发优势”,从调整西部地区财政税收政策、加强自我发展能力、推进制度创新、调整经济结构入手,利用政策优势、自我发展、市场机制和制度创新作用实现追赶目标,缩小东西部经济发展差距。
It is objective fact that east and west area in china exist the regional disparity .Such an unbalanced framework has become a serious threat to china"s overall economic development.However, the phenomenon show much problem.but the main display gather up five aspect: first, non-state economic development in west area obviosly fall behind east area,secondly, industrial structure in west area fall behind east area, thirdly, the factor of production even more centralize to flow east area, fourthly, the marketization index in east area have more higher than west area.fifthly,capability of technological innovation in east area have more higher than west area.It is a result of the influnce of various internal and external factors,among with some are objective and some are subjective.Objective requests in transition economy,the influnce of institutional environment and the cost of system transition to marketization index,the influnce of natural resources and geographic conditions to industrial structure form objective reason.The influnce of policy slant to the factor of production and the influnce of restriction of unofficial system to marketization index form subjective reason.Thoughts and suggestion on responding policy to decrease regional disparity in china is that west area must run to catch up,adjust monetary policy and tax policy, strenghthen capability of development,advance institutional innovation,adjust economical structure.
