软件是一种特殊的产品，具有无形性、逻辑性、抽象性和复杂性等特点，软件行业是一个极具挑战性和创造性的新行业，软件企业的质量管理面临着其他行业企业所不具有的特殊挑战。近年来，随着我国信息产业的发展，软件产业得到了迅速的发展，但与美、印等国的差距还很大。我国软件企业规模小，软件开发仍处于小作坊式的生产方式，总体而言，我国软件企业质量管理创新的水平还很低。本文从分析软件及其生产过程的特点着手，提出了软件质量要实现从制造质量到设计质量的创新和从产品质量到过程质量创新的观点，即关键是要控制软件开发过程的质量，实现基于软件过程管理的质量管理创新，其理论依据就是软件过程理论。软件过程是在软件生存周期中所实施的一系列活动的集合。基于软件过程的质量管理创新就是要将软件开发过程、管理过程和支持过程纳入质量管理的范畴，通过应用CMM过程改进方法来提高企业的软件过程能力。本文提出的软件质量创新的内容包括：第一，对软件质量的度量进行创新；第二，对软件需求进行管理和维护：第三，克服软件测试的局限性；第四，改变软件的生产方式。湖南创发科技有限公司实行ISO9001质量管理3年以来，对公司的管理起到了积极的作用，但是公司缺乏进一步提高软件质量的后劲。如何在提高软件产品质量的同时，加快软件开发进度、降低软件开发成本，必须要实现质量管理的创新。为此，公司应当借鉴其他企业质量管理创新的成功经验，在全公司进行软件过程理论的学习和培训，强化质量管理职能，建立和完善相关配套机制，制订和完善软件过程，制定质量管理创新的规划和目标，不断提高软件过程能力。
The software is a special kind of product. It is invisible, logical, abstract and complicated. The software industry is a new industry that is along with challenge and creation. The quality management of the software enterprise is faced to special challenge .In recent years in our country, with the development of the information industry, the software industry is developing rapidly, but the gap between our country and the united states and India is still very wide in the software industry. Our enterprises are small, our software development method is still a kind of workshop-type. As a whole, the quality management innovation capabilities of our software enterprises are very weak.Starting with analyzing of the characteristics of the software and its developing processes, this article suggests that we should realizing the software quality innovation by focusing on designing quality instead of manufacturing quality, focusing on process quality instead of product quality. The theory gist is the Process Theory.Software process is a set of activities that performed during the software lifecycle. The innovation of the quality management based on software process is to take the software development processes, the management processes and the support processes in the scope of quality management, to improve the capability of a company"s software process by using the Capability Maturity Model for software (CMM).This article suggests that the innovation, of software quality is including the following : first , the innovation of measurements of software quality, second, to manage and maintenance the software requirements, third, to overcome the shortcoming of software testing, forth, to change the method of software developing. Hunan Transfar Technology Co., Ltd has implemented the ISO9001 standard for 3 years. It gives benefits to the management of the company. But the effect is limit. How to improve the software development speed, reduce the"software development cost while improving the software quality? The company must realize the innovation of software quality management. It must leam from the successful companies, study the software process theory and methodology, enhance the quality responsibilities, build related mechanisms, perfect the software process, establish the plans and goals of quality management innovation, so as to continue improve its software capability.
