农村城镇化是人类社会经济发展的必然趋势，是一个国家和地区经济和社会发展水平高低的重要标志。改革开放以来，随着国民经济的快速发展和社会的全面进步，中国农村城镇化的步伐显著加快。但是，中国农村城镇化进程中仍存在不少问题。本文借鉴世界发达国家农村城镇化的经验，分析新中国成立后农村城镇化的发展历程和特点，探寻中国农村城镇化过程中存在的问题及原因，试图提出相应解决这些问题的办法和对策，从而为有效推动中国农村城镇化的进程服务。全文共分为五章。第一章介绍了几种关于农村城镇化的定义，提出自己对农村城镇化概念的理解，并介绍了几种农村城镇化水平的评价方式。第二章说明了推动中国农村城镇化的现实意义，对中国农村城镇化的发展状况进行了分析，论述了中国农村城镇化的发展历程、农村城镇化的特点以及农村城镇化的现实状态和发展趋势。第三章对目前中国农村城镇化过程中存在的问题进行了分析，并探寻了引发这些问题的原因。第四章基于对上述问题的分析，对中国未来农村城镇化的发展提出了对策和建议。本文认为，为促进中国农村城镇化的健康发展，必须解决以下几个方面的问题：加强政府对小城镇建设的指导；加快小城镇管理体制的改革和创新；建设好具有优势的县城或县域中心镇；做好小城镇布局的科学规划；加强小城镇的基础设施建设；注重产业支撑，推进农村剩余劳动力向小城镇的转移，实现稳定就业；实行投资主体的多元化。
It is known that rural urbanization is an inexorable trend of the development of human society and it is usually considered as an important token of economic and social developmental standard of the nation and region. As a part of urbanization, rural urbanization in China has been accelerating with the development of national economy and overall progress of society since the reform and opening of China. It goes without saying that there are some problems in this course. Therefore, by sampling the fruits of the experiences on rural urbanization in developed countries in the world, this thesis explores the reasons of rural urbanization and its characteristics on each stage since the foundation of China. In order to give effective impetus to the course of rural urbanization of China, some resolutions and measures are put forward. On account of the aforementioned, this thesis develops as the following. The first chapter presents the different definitions of rural urbanization and proposes the author"s comprehension in addition to several ways of evaluating the level of rural urbanization in China. The next chapter explains the practical significance of rural urbanization and summarizes the development of rural urbanization, involving its growth, characteristics and tendency. Some problems and according reasons in the course of rural urbanization in China are analysed in Chapter Three. Based on the above, the fourth chapter offers some strategies on rural urbanization in China. This thesis holds that in order to promote the healthy development of rural urbanization in China, the following problems must be solved: reinforce the government"s guidance of rural urbanization; hasten the reform and renovation of management system of small towns; construct advantageous counties or center town of the county; make reasonable and scientific layout of small towns; strengthen the infrastructure construction; emphasize industrial support and promote the shift of rural laborers into towns, realize the stability of employment; implement the diversity of investors.
