Collective;debt
近几年来，由于受诸多因素的影响，乡村两级集体债务问题日益突出，对农村各项工作的顺利开展带来了很大影响。本文从当前我国乡村集体债务的现状及危害、乡村集体债务形成的原因、消除乡村集体债务的对策三个方面对这一问题进行了探讨和研究。 文章以大量而详实的调查资料反映了当前我国乡村集体债务存在的普遍现状，针对乡村集体债务存在的现状及其危害，文章从五个方面剖析了乡村集体债务形成的原因：其一，现行的县乡行政体制存在弊端。其二，地方政府决策失误。其三，农村税费征收困难，农民上缴尾欠过大。其四，长期存在的“三乱”现象屡禁不止。其五，集体资产流失严重，集体经济脆弱。 文章在全面深入地分析乡村集体债务形成的原因后，重点就如何消除乡村集体债务问题，提出了相应的治理对策：一是加快县乡机构改革步伐，从源头降债。二是实施科学决策，减少决策失误。三是切实解决农村税费征收难的问题。四是坚决制止“三乱”行为发生。五是加强集体资产的经营管理，不断壮大集体经济实力。
The problem or collective debt becomes more and more obvious owing to many factors over these years , which gxeady affects the smooth carrying out of various affairs in the country This article does research on the present situation and harmfulness of the collective debt in the country side of china , the reasonsffor it and corresponding measures polifieal necesoary to get rid of it. This article snalyses the reasons why it comes into being First, there exist disadvantages in the present administrative system of the county and countryside Second, there are policies faults in the local government Third , it is difficult to impose taxes on peasants who owe a lot Forth, the “Three Wrong Doings”have not beenprohibited for a long time Fifth , the great loss oF collective property is so serious that these partly leads to the weakness of it. This article gives the conesponding measures to deal with it First , quicken the step of Second,carry out scientific measures and reduce faults Third, carefully overcome the difficuty in imposing taxes Forth, Firmly prevent the “Three Wrong Doings” from happening Fifth, tiphten up the manage ment and administration of collective property and continually strengthen the actual structure strongth.
