百年大计,教育为本。教育尤其是义务教育,是国家提供同时必须予以保障的公共事业,其本质属性就是公平,教育公平是社会公平价值在教育领域的延伸和体现。现在教育发展很不均衡的状态,不仅无法满足大多数人共同的教育需求。更无法满足党中央提出的建设社会主义新农村宏伟目标。勿庸置疑,当前我国的农村教育依然是薄弱环节。作为农村教育基础的农村义务教育,已经成为“三农”问题的重要方面。当前最需要关注和最需要解决的关键问题,就是城乡发展不均衡问题。应对这一现状的唯一方式,就是从现在开始,把农村教育作为教育整体的一个重要组成部分,全面推进义务教育均衡发展。通过提供相对公平的教育机会和条件,使义务教育在和谐社会建设中发挥基础性作用,进而全面落实科学发展观,使社会更加和谐。本文试从义务教育均衡发展理论的理性认识、当前农村义务教育不均衡发展的现状、农村义务教育不均衡发展的成因、政府在推进农村义务教育均衡发展中的核心作用以及政府推进农村义务教育均衡发展的对策等五个方面来论述政府在推进农村义务教育均衡发展中的作用。
In a one-hundred year strategy of a nation, education is the most important basis. Building the new socialist villages needs billions of high-quality farmers. Undoubtedly, the present rural education remains a weak ring in China"s educational chain. The rural compulsory education, as the basis of rural education, has become one of the important problems concerning "agriculture, village and farmers" It is agreed nationwide that the rural balanced compulsory education must be promoted with efforts. This dissertation focuses on government action in promoting the rural compulsory education,which based on the understanding of the theory of the balanced development of the compulsory education, the situation and cause of unbalanced development, and the core sole that government plays and the countermeasures that government adopts in promoting the balanced development of rural compulsory education.
