我们需要构建具有中国特色的国际关系理论体系，更需要从深层的文化角度来认识国际关系的本质。尤其是当今国际舞台上，西方国家有意识地把促进发展中国家接受他们的文化价值观作为其实现外部利益的一种战略时，我们更应加强这方面的研究。以便从理论上深刻认识这种“文化输出”的实质。对于中国而言，与美国的关系非常重要，所以我选择了中美关系作为阐述这一命题的对象。作为一种历史长期沉淀的文化具有极其深刻和丰富的内涵，对公众舆论，思维模式，甚至领导人的行为模式都有深远的影响。本文拟从文化价值观角度分析中美关系，以图达成对美国外交思想的清醒认识。文化价值观与外交政策的结合是美国外交战略的重要特征，影响着美国的对外政策，并指出文化价值观在中关外交中占有重要地位，是决策者藏在心中，挂在嘴边，体现在行动上的“话语”。我通过人权和台湾这两个制约中美关系发展的因素，深入剖析了美国文化价值观的渊源，主要内容及其在外交中的具体表现。并从文化全球化这样一个客观背景下，提出了文化交流以及相互借鉴，共同繁荣等解决问题的途径。最后对中美关系健康，稳定的发展寄于了厚望，相信中美两国将会理智地处理问题，从而对亚洲和世界的和平与稳定做出贡献。
We need construct theoretic system on international relationship. The system should have distinctive Chinese features. Moreover, we should know essence of international relationship from deeply cultural point of view. Especially, on this world, the West country"s intention spurs the developing country on to receiving their cultural value, which they regard as a strategy to realize outside benefit. On this condition, we should strengthen the study in this task, so that we can deeply know the essence of "culture export". As far as China"s concerned, relationship between China and America is the most important task, thus I choose this task as object of study. It is known as a historical accumulate culture, which has an extremely deep and rich content. Culture value has exceeding influence on public opinion, thought pattern, action pattern of leaders. This essay analyses relationship between China and America from the point of cultural value, in order to achieve clear idea about diplomatic thought of America. Combination cultural value with diplomatic policy is the feature of diplomatic strategy in America. The essay mentions that cultural value is the most important position in the diplomatic task between China and America. It cherishes in policymaker"s heart and words and reflects in their action. The essay deeply analyses the origin, the content and concrete expression of cultural value in America by means of Human Rights and Taiwan. It mentions cultural global as an objective background. It offers diplomatic channel to settle the problem, that is cultural communication, learning from each other and sharing the prosperity together. At last, the essay puts forward to seeing healthy and steady relationship between China and America. If two countries wisely deal with the matter, I think that they will contribute to the peace and steady of the Asia and the world.
