服务型政府是我国政府改革选择的新模式。它是适应社会主义市场经济发展、政治民主发展的必然选择,是适应国际行政改革浪潮的客观需求。党的十六大从全面建设小康社会的高度,提出深化行政管理体制改革的目标和任务,把经济调节、市场监管、社会服务和公共服务职能放在了完善政府职能的重中之重。建设公共服务型政府以提高政府公共服务能力和水平非常具有理论意义和现实意义。对服务型政府的认识离不开对政府、公共服务和服务型政府本身的认识,政府是为人民提供公共服务、满足人民利益需求的工具,政府提供基本的、优质的公共服务义不容辞,服务型政府就是在国际经济全球化和我国国内社会主义市场经济不断发展的条件下,以为民服务为理念,以公共利益为追求目标,以民主、责任、法治、效能为价值基础,在公众的广泛参与和监督下的透明、绩效政府、责任政府。 服务型政府建设已在我国全面开展。在建设过程中,虽取得了较大的成绩,但也存在许多问题。其关键在于服务理念树立。行政文化在服务理念的树立上起到了不可替代的作用,服务型政府建设与行政文化建设二者关系紧密,相互依存。行政文化建设必须以服务型政府的内涵、本质和特征相一致,其建设目标就是服务型行政文化。在马克思主义关于人民理论的指导下,高举科学发展观的伟大旗帜,通过对传统行政文化、建国后计划经济体制下的行政文化和西方行政文化的扬弃方式,建设“以人为本”、“以公民为导向”、“以结果为导向”等为主要内容的中国特色的社会主义行政文化。从而进一步推动服务型政府向前发展,实质性进展。
A Service-Oriented Government is a new model for our China to choose for the reform of our government itself. It is an inevitable choice to meet the development of the socialist market economy , the development of political democracy and the international wave of administrative reform.under the banner of the comprehensive building of a well-off society, the objectives and tasks of deepening reform of the administrative management system have been put forward at the 16th National Party Congress.economic adjustment, market supervision, social management and public service are the most important functions of improving government functions in transition. Construction of a Service-Oriented Government is very theoretical and practical significance to raise the ability and level of public services.Understanding of a Service-Oriented Government is always impossible without understanding of the government, public services and a Service-Oriented Government itself.The government is a tool to provide public services for the people and to satisfy the people"s interests demand ,so it should certainly bear obligations to provide basic, quality services to the public. a Service-Oriented Government is a transparent,performant and responsible government whose goal is to persue democracy,and whose idea is to serve the people,and whose basic values are based on democracy, the rule of law and the efficiency,and of which the wider public participation and transparency is characteristic during the globalization of the world"s economy and the continuous development of China"s socialist market economy. Building a Service-Oriented Government in China has launched. In the process of construction, although we have made substantial achievements, there are also many problems for us to solve. The key problem lies in forming its service idea. The administrative culture plays an irreplaceable role in forming service idea.there is an close tie between a Service-Oriented Government and the administrative culture.they both are interdependent and interact.building the administrative culture must be consistent with the nature,the characteristics and meanings of a Service-Oriented Government. its goal is to build a Service-Oriented Administrative Culture. under the guidance of Marxist Theory on the people,we must hold high the great banner of the Scientific Development Concept,and we must build the administrative culture with Chinese socialist characteristics which mainly includes a people-oriented governmental service idea, citizen-oriented governmental behaviour modles and result-oriented governmental achievement evaluating models by discarding the traditional administrative culture, the administrative culture under the planned economic system and the chief western administrative culture.Further speaking,building of the administrative culture can also help promoting the rapid development and substantive progress of a Service-Oriented Government.
